A method of generating synthetic lightning through the use of a convective available potential energy (CAPE) times precipitation rate (P) proxy is applied over three distinct climatological zones of the world for a single warm season: central and southern AZ of the United States, central Cuba, and North Korea. Global Forecast System (GFS) 0.25° by 0.25° forecast data for June, July, and August of 2019 is used to provide 6-hourly CAPE and precipitation rate, while Global Lightning Dataset (GLD360) data for the period 2016 to 2020 is used to provide observed lightning strokes. This thesis is a response to climate threats identified by DoD report on Climate Change in 2019. A critical review of climate change literature related to coastal infrastructure was conducted to synthesize past research and to inform future research. This review intends to inform how climate change may impact infrastructure systems, how those impacts are evaluated, can the investigation be improved, and what can stakeholders learn from the outcomes. Recent executive orders and international agreements require the United States to significantly reduce its carbon and greenhouse gas emissions. The DoD is a significant contributor to the carbon emissions of the USA and will be required to reduce the emissions. Therefore, in order to make appropriate programmatic decisions the DoD needs to develop an appropriate method for estimating carbon and making programmatic decisions; trading-off carbon emissions with the traditional cost-schedule-performance metrics. This thesis examines the possibility of developing a model that can be used to estimate the carbon footprint of producing a system before detailed engineering designed have been complete.

Military installations are exposed to numerous threats, including a changing climate and the risk of recurrent flooding. The four components of recurrent flooding are sea-level rise, tidal fluctuations, storm surges, and precipitation. This research analyzed 40 years of historical precipitation and tidal data at 17 coastal U.S. Air Force installations using indicators of both peak and threshold exceedances to identify long-term temporal trends in the hydrologic components that make up recurrent flood risk, establishing an installation’s “hydrologic profile” which can be used to better inform decision makers when evaluating portfolio-wide adaptation strategies and prioritization of long-term infrastructure investments.

Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Through an attempt to evaluate the progress made towards mainstreaming, or integrating, climate change concerns into five Virginia MPOs’ long-range transportation plans (LRTPs), this study provides support for prior hypotheses around the potential for MPOs …

Climate change projections for the coastline of South Carolina predict that by mid-century there will be around 1.2 feet of sea level rise, and potentially up to 4 feet of rise by 2100. Additionally, climate change is linked to intensified hurricanes, a hazard for the South Carolina coastline every year. Both of these scenarios result in increases in the regularity and severity of coastal flooding, making the threat of permanent or temporary displacement (relocation) from coastal lands a reality. Airfield pavements are a critical component of the global transportation network that provide a platform for national defense. Preventative and corrective maintenance activities are founded upon accurate expectations of degradation. The leading pavement management software creates degradation predictions from pavement groups using age as the IV and current state conditions as the DV. For this work, a framework is created and implemented that utilizes a PCR model to build upon accepted practices for degradation modeling to enhance and possibly augment future prediction capabilities. The occurrence of harmful algal blooms (HABs) and their impacts on human health and the economy are only expected to worsen in the coming years, mainly due to climate change related factors. In Lake Wateree, SC, a HAB of the species Lyngbya wollei, has been persistent for more than 10 years and is estimated to occupy 60 - 90 km of shoreline. Rising sea level and increases in temperature are causing biogeographic shifts in intertidal zones and can also lead to shifts in the local vertical zonation of organisms due to changes in body temperature during aerial exposure during low tide. Swash is an important determinant of aerial body temperatures, and vulnerability of intertidal zones to changes in climate could potentially depend on how much and how often animals are cooled by waves. While there are several studies on the distribution ofVibrio vulnificusandVibrio parahaemolyticusin estuarine waters around the world, there is little information on the distribution of both organisms in South Carolina waters. Monthly sampling of surface and bottom water from 9 sites in Winyah Bay was conducted over the period April-October 2012. Both organisms were enumerated on CHROMagarVibriomedia. TheVibriocounts obtained were mainly less than 20 Colony Forming Units (CFU)/ml which is typical for what was found elsewhere along the coast of the Carolinas. Quantifying the contribution of glaciers to water resources is particularly important in locations where glaciers may provide a large percentage of total river discharge. In some remote locations, direct field measurements of melt rates are difficult to acquire, so alternate approaches are needed. Positive degree-day modeling (PDD) of glacier melt is a valuable tool to making first order approximations of the volume of melt coming from glaciers.
