Water-Energy Sector Collaboration In The United States: Benefits, Barriers, And Climate-Change Implications, Cassandra J. Osterhoudt

The purpose of this report is to examine the impact of the water-energy nexus in the United States, and identify opportunities for increased collaboration between water and energy utilities. Through reviewing the regulatory history of both sectors, I explore how regulations on utilities align with the Porter Hypothesis, and the impacts the water-energy nexus will have moving forward, including under climate-change scenarios. The extent of collaboration between sectors has been relatively limited to states with progressive energy and water efficiency policies. This dissertation investigates the possibility of linked surface-groundwater governance through the application of a social-ecological systems lens to the Lake Beulah Conflict over a high capacity well in Walworth County, Wisconsin. Potential adverse impacts the loss of Ca2+ rich groundwater would have on Lake Beulah’s water quality was modeled through an ex-ante assessment method using the U.S. Army Corps of Engineers lake and reservoir model BATHTUB, the U.S. Geological Survey geochemical model PHREEQC and a Ca2+ mass balance equation. Crop simulation models are valuable tools for quantifying crop yield response to water, and for devising strategies to improve agricultural water management. However, applicability of the majority of crop models is limited greatly by a failure to provide open-access to model source code. In this study, we present an open-source version of the FAO AquaCrop model, which simulates efficiently water-limited crop production across diverse environmental and agronomic conditions. Our model, called AquaCrop-OpenSource (AquaCrop-OS), can be run in multiple programming languages and operating systems. Investigating the possibility that drought might limit the water supply needed for thermal electricity generation in California, power plant water consumption data was compared to urban and agricultural consumptive demands to identify areas where power plants might contribute to regional water stress. To identify areas where power plants might be impacted by water stress, regional power plant, urban, and agricultural water demands were also compared to the available water supply. Subsurface drainage is a common water management practice for improving crop production in poorly drained soils; however, the practice is associated with several environmental concerns such as nutrient losses to downstream surface waters. These environmental concerns from subsurface drainage have prompted interest in drainage water management strategies such as controlled drainage. Soils may contain large amounts of legacy phosphorus (P) due to past application of excess fertilizers, releasing P during runoff and flood events. As the level of P in soils increases, the release of P from the soils increases, but the temporal fluctuations of this release are not well known. Experiments were conducted to examine 1) the variability of soluble reactive P (SRP) release from the soil throughout a year and 2) the effect of repeated flooding and drying cycles on release rates.
