A discussion paper prepared as part of a focus group on the topic of Federal Consistency in New Jersey.

In 1972, the U. S. Congress passed the Coastal Zone Management Act (CZMA), designed to “preserve, protect, develop, and where possible, to restore and enhance the resources of the nation's coastal zone.” The CZMA encouraged coastal states to develop and implement comprehensive management programs that balance the need for coastal resource protection with the need for economic growth and development within the coastal zone.

This report details a project to compile detailed land-use data for Western Australia, on pre-European and present vegetation types, and aspects of disturbance of or threats to the present vegetation. Metadata on botanical surveys throughout the state were also compiled.

Ways to identity and reconcile opportunities tor different land uses while protecting biologically sensitive areas were researched within the Western Australian rangeland from1995 to 2000. The research was undertaken within a framework of community-based regional planning and was underpinned by policies of ecological sustainable development.The research and community structures arising from the work were collectively named the Rangeways project. The purpose was to resolve land use problems through a structural approach to land use planning and the development of processes rather than to devise 'The Plan'.

A series of six roundtable discussions was conducted by the New England Environmental Finance Center (NE/EFC) from January through May 2002, one in each New England state. It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.
