Environmental law is intimately connected to ecological concepts and understanding. The legal instruments, institutions, and administration of law in the United States are predicated on assumptions that nature is globally stable and that the inherent variability in ecological systems is bounded. This current legal framework is based upon an understanding of ecological systems operating near an equilibrium, or if disturbed, moving back toward an equilibrium. Such assumptions make much current environmental law ill-suited for many pressing environmental issues (Ruhl 1999; Garmestani et al. 2009; Craig 2010; Verchick 2010; Benson and Garmestani 2011). Several frameworks have been developed to assess the resilience of social-ecological systems, but most require substantial data inputs, time, and technical expertise. Stakeholders and practitioners often lack the resources for such intensive efforts. Furthermore, most end with problem framing and fail to explicitly address trade-offs and uncertainty. To remedy this gap, we developed a rapid survey assessment that compares the relative resilience of social-ecological systems with respect to a number of resilience properties. This approach generates large amounts of information relative to stakeholder inputs. There is a fundamental difference between the ways in which ecologists and lawyers view uncertainty: in the study of ecology, uncertainty provides a catalyst for exploration, whereas uncertainty is antithetical to the rule of law. This issue is particularly troubling in environmental management, where the tensions between law and ecology become apparent. Rather than acknowledge uncertainties in management actions, legal frameworks often force a false sense of certainty in linking cause and effect. While adaptive management has been developed to deal with uncertainty, laws and legal wrangling can be obstacles to implementation. In this article, we recommend resilience-based governance – …

Communities are increasingly affected by excessive heat. The likelihood of extreme heat events is predicted to increase in the Midwest region of the United States. By mid-century (2036–2065), one year out of 10 is projected to have a 5-day period that is 13°F warmer than a comparable earlier period (1976–2005). The frequency of high humidity/dew point days (“extra moist tropical air mass days,” MT++ synoptic climate classification system) has also increased significantly during a similar period (1975–2010) and between 2010 and 2014 included 8 of 26 heat events. The renewable energy industry relies on double screw pyrolyzers to convert cellulosic biomass into bio-oil. Bio-oil can then be converted into synthetic gasoline, diesel, and other transportation fuels, or can be converted into biobased chemicals for a wide range of applications. One of the processes by which bio-oil is produced in industry today is through fast pyrolysis, the fast thermal decomposition of organic material in the absence of oxygen. One type of pyrolyzer, a double screw pyrolyzer, features two intermeshing screws encased in a reactor which mechanically conveys and mixes the biomass and heat carrier media. Meltwater runoff modeling from glacierized basins needs several input data, including total meltwater contributing area. This study utilizes optical remote sensing data to assess glacierized basins in the central Himalayas where snow and glaciers contribute substantially to the water resources. Result shows that there are four main water-bearing zones in the basin: (a) dry snow, (b) wet snow, (c) exposed glacial ice, and (d) debris-covered glacial ice, and it is possible to differentiate and map these zones and their spatio-temporal variations from satellite sensor data. These zones can then be incorporated in meltwater runoff modeling as separate entities because they …

California recognizes a human right to safe, affordable drinking water. However, small and disadvantaged communities can find it especially challenging to fund the water systems necessary to achieve this goal. Small water systems are responsible for the bulk of the state’s drinking water quality violations, and an estimated 300 disadvantaged communities in California are served by systems that fail to meet state drinking water standards.
Water system consolidations can create economies of scale that help address persistent water system inadequacies in small and disadvantaged communities. More than 100 consolidation projects have been completed or are ongoing in California, and many …

Present understanding of Antarctic climate change during the Early to Mid-Miocene, including major cycles of glacial expansion and contraction, relies in large part on stable isotope proxies from deep sea core drilling. Here, we summarize the lithostratigraphy of the ANDRILL Southern McMurdo Sound Project drillcore AND-2A. This core offers a hitherto unavailable ice-proximal stratigraphic archive from a high-accommodation continental margin setting, and provides clear evidence of repeated fluctuations in climate, ice expansion/contraction and attendant sea-level change over the period c. 20.2–14.2 Ma, with a more fragmentary record of Late Miocene and Pliocene time. During the 2007 – 2008 austral spring season, the ANDRILL Southern McMurdo Sound Project recovered a core 1138 metres long (AND-2A) from a location in the southern McMurdo Sound near the Dailey Islands. This core contains a range of lithologies, including various types of terrigenous clastic diamictite, conglomerate and breccia, sandstone and mudrocks, volcanic lava, pyroclastic and reworked volcanic sedimentary rocks, and diatomite. The succession is divided into fourteen lithostratigraphic units (LSUs), two of which (LSUs 1 and 8) are further subdivided into three and four sub-units, respectively, based on changes in abundance of lithologies. What might it take for politically marginalized residents to challenge cuts in public spending that threaten to harm their health and wellbeing? Specifically, how did residents of Flint, Michigan contribute to the decision of an austerity regime, which was not accountable to them, to spend millions to switch to a safe water source? Relying on evidence from key interviews and newspaper accounts, we examine the influence and limitations of residents and grassroots groups during the 18-month period between April 2014 and October 2015 when the city drew its water from the Flint River. Aim: This study used both high resolution and medium resolution satellite imagery to test three semi-automated remote sensing methods, in an attempt to identify useful tools to support eye-witness testimony and reports on human rights violations. As huts are routinely burned down during attacks on a village, particularly in Sudan, the number of huts and villages burned can be used to corroborate on-the-ground reports.

Data are presented comparing upwind versus downwind operation of the National Renewable Energy Laboratory’s Phase VI wind turbine. Power was not reduced as expected for downwind, which may be attributed to inboard three-dimensional effects. Average flap bending loads were reduced with downwind coning and compared well with prediction. Fatigue loads were increased with downwind; however, fatigue was mitigated with a tower shroud. The shroud needs to align with the freestream, demonstrated by an increase in fatigue loads from a 10° shroud misalignment. Pressure data were acquired in the tower wake at the rotor location with and without the shroud. The …

Information, energy, and materials are flowing over greater distances than in the past, changing the structure and feedbacks within and across coupled human and natural systems worldwide. The telecoupling framework was recently developed to understand the feedbacks and multidirectional flows characterizing social and environmental interactions between distant systems. We extend the application of the telecoupling framework to illustrate how flows in beef affect and are affected by social-ecological processes occurring between distant systems in Africa, and how those dynamics will likely change over the next few decades because of climate-induced shifts in a major bovine disease, trypanosomosis. Identifying the drivers of community assembly has long been a central goal in ecology, and the development of functional diversity indices has provided a new way of detecting the influence of environmental gradients on biotic communities. For an old-growth Appalachian forest, we used path analysis to understand how patterns of tree functional diversity relate to topography and soil gradients and to determine whether topographic effects are mediated through soil chemistry. All of our path models supported the idea of environmental filtering: stressful areas (high elevation, low soil moisture, low soil nutrients) were occupied by communities of low functional diversity, which …

This paper describes how the World Wildlife Fund for Nature (WWF) jump-started democratic institutions in Russian rural communities to create a basis for social, environmental, and economic modernization within the Russian forestry sector. In Russia’s post-soviet markets and institutions, a host of multinational companies and large transnational environmental organizations sought to promote the restructuring of Russia’s legal and economic infrastructure and active subsidiaries in Russia.
