The discharge of effluents into rivers is something that has occurred a lot throughout our history, rivers like the Mississippi River and the Tiete River (São Paulo, Brazil) have been targets for many years. Therefore, in this paper I choose to show, through hard data and some assumptions, the impact of sewage dumping in water bodies, in this case the Santa Fé River, Florida and the reason why we should avoid dumping these effluents into the rivers.

Waste water treatment plants are considered simple solutions for poor surface water quality and are used in every developed and developing society. There are varying types of waste treatment plants. The systems are rarely able to purify all water that passes through the system. The problem with a mix-and-treat waste water system is the strain from sudden influxes of water. Systems that combine storm runoff accept variability in the volume of water that needs treating. Effluent is discharged when the plant cannot treat all the waste. In Hawai’i Wildlife Fund v. County of Maui, the Ninth Circuit held that the plain language of the Clean Water Act provides jurisdiction over indirect discharges of pollutants from a point source into groundwater that is shown to be connected to navigable waters. The court found that studies confirmed pollutants entering the Pacific Ocean were fairly traceable to the County of Maui’s sewage disposal wells. In affirming the district court’s ruling, the Ninth Circuit held that Maui County violated the Clean Water Act by discharging pollutants into a navigable water without the required permit.
