In the Chesapeake Bay, there is currently no comprehensive assessment of aquatic habitat heterogeneity or understanding of the effects of multiple stressors on the viability of these habitats. To assess the use of side-scan sonar technology with specially designed classification software, QTC SIDEVIEW developed by Quester Tangent Corporation as a tool to define subtidal nearshore habitat, two representative watersheds of the Chesapeake Bay were surveyed. Relationships between subtidal habitat and shoreline condition as well as linkages of habitat condition to fish community indices were assessed. As part of the Chesapeake 2000 agreement, the Commonwealth of Virginia pledged to a wetland policy of no net-loss. Through conscientious resource protection and management, Virginia’s non-tidal and tidal wetland permit programs, administered by the Virginia Department of Environmental Quality (DEQ) and The Virginia Marine Resources Commission (VMRC) respectfully, are committed to reaching this goal. There were two important goals for this project, including the assembly and compilation of digital data for the Coastal Plain and tidal waters of Virginia, and the categorization of the Division of Shellfish Sanitation (DSS) shellfish growing areas to determine if some are similar enough for water quality models to be effectively transferred from the modeled growing areas to other areas. New protocols and procedures are needed to effectively implement many aspects of the new Virginia nontidal wetlands regulatory program. Effective implementation of the charge to assess and consider cumulative impacts of a proposed project on water quality and fish and wildlife resources will require a consistent and technically based assessment protocol implemented on a watershed basis. This project is the first step in development of the protocol for cumulative impact assessment.

Virginia’s Coastal Resources Management Program is a networked program bringing together the activities of many state agencies and institutions to achieve the overarching mission of coastal zone management. The Program’s objectives were originally set out in a series of 25 goals in the 1986 Executive Order (see Appendix B) that established the Program for the Commonwealth under the federal Coastal Zone Management Act. A canoe based GPS survey was conducted of 111 miles of the Rapidan River and its major tributaries. The purpose of the survey was to collect the necessary baseline data to support the prioritization of stream reaches in the Rapidan River watershed for future streambank and/or riparian corridor restoration projects.

The data were post-processed and overlaid onto digital color orthophoto quarter quad images at a scale of 1: 12,000 (resolution = 2 meters). Areas with critical erosion and/or riparian restoration needs were prioritized based on the analyzed features.

he Commonwealth of Virginia currently has no regulations in effect to restrict the discharge of waste from vessels in state waters. This poses concern as Virginia continues its efforts to improve water quality in the Chesapeake Bay. The degradation of critical environmental habitat is accelerated by the introduction of waste, which in turn threatens the ecological, aesthetic, and commercial values of Virginia's waters.
