Utah is known as an outdoor recreation destination, with stunning landscapes ranging from high alpine mountains to red-rock deserts. In recent years, Utah’s Legislature has shown a commitment to investing in outdoor recreation. In 2017, the Legislature approved a 0.32% statewide lodging tax to fund Utah’s Outdoor Recreation Grant Program1 and in 2022 approved a diversion of 1% of all sales taxes in the state to go to funding outdoor recreation infrastructure projects2.

In recent years, state governments in the contiguous western U.S. (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) have been increasing investment in outdoor recreation to ensure continued and expanded access to outdoor recreation opportunities and to enhance the outdoor recreation economy in their respective states. This report provides an inventory and comparison of how states across the Western U.S. fund, manage, and support outdoor recreation. Based on our findings, we provide recommendations tailored to state legislatures and state government entities regarding how outdoor recreation management may be improved and how additional funding could be …

Visitors to parks and protected areas within the United States and worldwide often visit these areas with a particular destination in mind, such as seeing Old Faithful erupt in Yellowstone National Park or standing on the rim of the Grand Canyon in Grand Canyon National Park. These visitor use destinations, and the pathways leading to them, such as trails and roadways, see high levels of use, and as a result, impacts to soil, vegetation, air, water, soundscapes, and night skies that result from this use. Perceived Crowding And Visitor Support For Use Rationing: A Reanalysis Of Existing Data, Jascha M. Zeitlin

This thesis presents a reanalysis of data collected between 1999 and 2006 by the Institute for Outdoor Recreation and Tourism (IORT) at Utah State University. These data concern a variety of outdoor recreation sites in Utah, Idaho, and South Dakota, and were collected via intercept, mail, and, to a very limited extent, telephone surveys. Survey instruments contained questions related to visitor perceptions of crowding, overall satisfaction, support for use limits/rationing, and estimates of use density, in addition to other conceptually related factors.

This paper reviews concepts and methods for estimating the economic significance of recreational uses of public lands and reports estimates of recreation values and economic impacts from recent studies. Aimed primarily at non-economists, the review clarifies the distinction between valuation and impact studies, defines key concepts, summarizes the most accessible approaches, and discusses conceptual and practical issues related to choosing among available methods and interpreting and applying the results. Terms that may be unfamiliar to the reader are highlighted in bold face and defined in a glossary at the end of the paper.

Visitors expect to a gain high-quality outdoor experiences at any recreation site they visit. In order to support that effort, most recreation managers utilize interpretive facilities to educate and inform visitors about the site. It is important for interpretive managers to be aware of what kind of interpretive media could best be used in a given setting for the type of visitor anticipated. To accomplish this goal, it is necessary to understand visitors' behavior and incorporate that understanding into the interpretive planning process.

This Final Environmental Impact Statement (FEIS) documents the analysis conducted for the Stanley Basin Cattle and Horse Allotment Management Plan. The allotment management plan involves National Forest System lands within the Sawtooth and Challis National Forests. The analysis of the current condition of the Stanley Basin Allotment has found that the existing grazing system does not comply with the direction, standards and guidelines of the Sawtooth and Challis Forest Land and Resource Management Plans (FLRMP). The proposed action of this Final Environmental Impact Statement is to bring management of the allotment into compliance with the FLRMPs. The FEIS describes five …

The Effects Of Recreation Specialization And Motivations On The Environmental Setting Preferences Of Backcountry Hikers, Randy J. Virden

This study explored how recreation specialization and different types of motivations were related to environmental settings preferred by backcountry hikers. A questionnaire was developed that measured the level of hiking specialization, desired psychological outcomes, and preferred environmental setting attributes. Questionnaires were mailed to 619 backcountry hikers from three Intermountain West hiking areas; a response rate of 68 percent was attained.
Results of the study revealed significant associations between the level of hiking specialization and the psychological states desired by backcountry hikers. In general, increased hiking specialization served to increase the importance of specific psychological outcomes such as autonomy, exercise, achievement …
