This paper reviews previous efforts to assign monetary value to climatic or meteorological information, such as public information on drought, climate, early warning systems, and weather forecast information. Methods and tools that have been explored to examine the benefits of climatic and meteorological information include the avoided cost, contingent valuation, choice experiments, benefit transfer, and descriptive approaches using surveys. The second part of this paper discusses specific considerations related to valuing drought information for public health and the Bureau of Land Management. We found a multitude of connections between drought and the land management and health sectors in the literature. …

Much of the agricultural production in the Ogallala Aquifer region relies on groundwater for irrigation. In addition to declining water levels, weather and climate-driven events affect crop yields and revenues. Crop insurance serves as a risk management tool to mitigate these perils. Here, we seek to understand what long-term crop insurance loss data can tell us about agricultural risk management in the Ogallala. We assess patterns and trends in crop insurance loss data from the U.S. Department of Agriculture Risk Management Agency. Indemnities, or insurance payments, totaled $22 billion from 1989–2017 for the 161 counties that overlie the Ogallala Aquifer. …

Rangeland managers face challenges to adapt to climate extremes, and research is needed on how to support their adaptive capacity for managing climate risk. This study evaluates adaptive capacity using an integrated vulnerability and resilience conceptual model and three cognitive behavioral models. Overarching research questions focus on the relationship between protective action and impacts and the best predictors of taking action in response to drought. Three studies address these questions, using quantitative data collected from two post-drought surveys of rangeland-based livestock managers in the Northern Great Plains of the U.S. The studies find evidence of the roles of social-ecological sources …

Climate extremes are becoming more frequent in Brazil; studies project an increase in drought occurrences in many regions of the country. In the south, drought events lead to crop yield losses affecting the value chain and, therefore, the local economy. In the northeast, extended periods of drought lead to potential land degradation, affecting the livelihood and hindering local development. In the United States, drought is the second costliest natural disaster, which leads to the need for increased drought mitigation efforts over time. However, drought planning has lagged behind other hazard mitigation efforts, which is likely due to the lack of a national drought planning policy. Although the Federal Emergency Management Agency (FEMA) requires all jurisdictions have a hazard mitigation plan (HMP) to receive pre-disaster mitigation funds, drought has only recently been a requirement in HMPs. This research compares Gravity Recovery and Climate Experiment (GRACE) groundwater storage (GWS) and root zone soil moisture (RZSM) percentiles to measured data, other drought indicators (DIs) and indices, and stakeholder observations for the purpose of assessing the feasibility and usefulness of these products to detect drought conditions. GRACE percentiles were directly compared to historic groundwater percentiles at 89 Nebraska well locations. Spatial time-series correlations over CONUS were performed between GRACE GWS and RZSM and the U.S. Drought Monitor (USDM), Standardized Precipitation Index (SPI), and soil moisture parameters from several North American Land Data Assimilation System (NLDAS) models. The quantification of isoprene and monoterpene emissions at the ecosystem level with available models and field measurements is not entirely satisfactory. Remote-sensing techniques can extend the spatial and temporal assessment of isoprenoid fluxes. Detecting the exchange of biogenic volatile organic compounds (BVOCs) using these techniques is, however, a very challenging goal. Recent evidence suggests that a simple remotely sensed index, the photochemical reflectance index (PRI), which is indicative of light-use efficiency, relative pigment levels and excess reducing power, is a good indirect estimator of foliar isoprenoid emissions. Land–atmosphere interactions play a critical role in the Earth system, and a better understanding of these interactions could improve weather and climate models. The interaction among drought, vegetation productivity, and land cover is of particular significance. Drought is a complex phenomenon manifested through interactions between biophysical and social factors. At the Wind River Indian Reservation (WRIR) in west-central Wyoming, water shortages have become increasingly common since the turn of the 21st century. Here we discuss the 2015 water year as an exemplar year, which was characterized by wetter-than-normal conditions across the reservation and, according to the U.S. Drought Monitor, remained drought-free throughout the year. Yet parts of the reservation experienced harmful water shortages, or “microdrought” conditions, during the growing season in 2015. In 2012, Nebraska experienced one of the worst droughts since the 1930s, accompanied by abnormally high temperatures. We studied the impacts of the 2012 summer drought on female ring-necked pheasant (Phasianus colchicus) body condition and baseline and stress-induced corticosterone concentrations (CORT). We hypothesized that drought conditions would reduce pheasant body condition, increase chronic stress resulting in elevated baseline CORT levels, and down-regulate pheasant stress response to acute stressors, resulting in reduced stress-induced CORT concentrations. In southwestern Nebraska, we captured female pheasants in 2012 (pre-drought) and 2013 (post-drought). Pheasants had poorer body condition after the drought. Although female CORT measures were …

Through the lens of the Health Belief Model and Protection Motivation Theory, we analyzed interviews of 36 agricultural advisors in Indiana and Nebraska to understand their appraisals of climate change risk, related decision making processes and subsequent risk management advice to producers. Most advisors interviewed accept that weather events are a risk for US Midwestern agriculture; however, they are more concerned about tangible threats such as crop prices. There is not much concern about climate change among agricultural advisors. Management practices that could help producers adapt to climate change were more likely to be recommended by conservation and Extension advisors, …

The objective of this study was to develop information mining methodology for drought modeling and predictions using historical records of climate, satellite, environmental, and oceanic data. The classification and regression tree (CART) approach was used for extracting drought episodes at different time-lag prediction intervals. Using the CART approach, a number of successful model trees were constructed, which can easily be interpreted and used by decision makers in their drought management decisions. The regression rules produced by CART were found to have correlation coefficients from 0.71–0.95 in rules-alone modeling. The accuracies of the models were found to be higher in the …

As grassland birds of central North America experience steep population declines with changes in land use, management of remaining tracts becomes increasingly important for population viability. The integrated use of fire and grazing may enhance vegetation heterogeneity and diversity in breeding birds, but the subsequent effects on reproduction are unknown. The Midwestern United States experienced a devastating drought in 2012, leading to reduced corn and soybean yields and increased instances of pests and disease. Climate change induced weather variability and extremes are expected to increase in the future, and have and will continue to impact the agricultural sector. This study investigated how agricultural trade publications portrayed the 2012 U.S. Midwestern drought, whether climate change was associated with drought, and whether these publications laid out transformative adaptation measures farmers could undertake in order to increase their adaptive capacity for future climate uncertainty. As irrigation is increasingly needed for agricultural production, it is becoming progressively more important to understand not only how irrigation impacts water availability, but how the introduction of this water into the soil impacts weather and climate through land-atmosphere interactions. In summer of 2012, the Central Plains of the United States experienced its most severe drought since the ground-based data record began in the late 1900s. By using comprehensive satellite data from MODIS (Moderate Resolution Imaging Spectroradiometer) and TRMM (Tropical Rainfall Measuring Mission), along with in-situ observations, this study documents the geophysical parameters associated with this drought, and thereby providing, for the first time, a large-scale observation-based view of the extent to which the land surface temperature and vegetation can likely be affected by both the severe drought and the agricultural response (irrigation) to the drought. Remote sensing is often used to assess rangeland condition and biophysical parameters across large areas. In particular, the relationship between the Normalized Difference Vegetation Index (NDVI) and above-ground biomass can be used to assess rangeland primary productivity (seasonal carbon gain or above-ground biomass “yield”). We evaluated the NDVI–yield relationship for a southern Alberta prairie rangeland, using seasonal trends in NDVI and biomass during the 2009 and 2010 growing seasons, two years with contrasting rainfall regimes. Droughts have profoundly affected societies around the world from the earliest beginnings. A recent estimate from the Centre for Research on the Epidemiology of Disasters (CRED) claims that more than 1 billion people have been affected by drought during the twenty-year period between 1994 and 2013. Because of the characteristics of drought, drought impacts are often difficult to identify and quantify, and this is especially true with public health-oriented drought consequences, including those resulting from low water quantities, poor water quality, mental health and stress, dust and windblown agents, and wildlife intrusion. This dissertation consists of three essays. The first essay examines the impact of the 2012 drought and the biofuels mandate on the U.S. grain and livestock markets. A stochastic equilibrium displacement model is used to analyze the impact on eight commodity markets viz. beef, pork, poultry, corn, distillers’ grain (DG), soybean, soymeal, and ethanol. Among the eight markets, corn and beef are found to be the most vulnerable to drought. The use of Renewable Identification Number (RIN) credits as an instrument to mitigate the impact of drought has limited effectiveness. A mandate waiver of about 23% is required to fully …

Satellite-derived evapotranspiration anomalies and normalized difference vegetation index (NDVI) products from Moderate Resolution Imaging Spectroradiometer (MODIS) data are currently used for African agricultural drought monitoring and food security status assessment. In this study, a process to evaluate satellite-derived evapotranspiration (ETa) products with a geospatial statistical exploratory technique that uses NDVI, satellite-derived rainfall estimate (RFE), and crop yield data has been developed. Nebraska is situated at the intersection of the northern and southern Great Plains, exhibiting a dramatic longitudinal gradient for precipitation and humidity, and benefiting from groundwater resources. The continental climate is highly variable temporally both for temperature and precipitation. Our assessment of long-term meteorological observations shows that over the last century the annual average temperature in Nebraska has warmed approximately 0.6°C, which is similar to the increase in the global average temperature over the same time period. Furthermore, we found minimum temperatures have warmed more than maximum temperatures, and winter and spring show the strongest warming. We found no significant …

Patterns, mechanisms, projections, and consequences of tree mortality and associated broadscale forest die-off due to drought accompanied by warmer temperatures—‘‘hotter drought’’, an emerging characteristic of the Anthropocene—are the focus of rapidly expanding literature. Despite recent observational, experimental, and modeling studies suggesting increased vulnerability of trees to hotter drought and associated pests and pathogens, substantial debate remains among research, management and policy-making communities regarding future tree mortality risks. We summarize key mortalityrelevant findings, differentiating between those implying lesser versus greater levels of vulnerability. Alluvial aquifer systems where pumping of municipal wells induces recharge from the adjacent river are the primary source of water for many cities. The city of Lincoln, NE has a primary water source in an alluvial aquifer adjacent to the Platte River. The Lincoln Water System manages the stream/aquifer system by using integrated models for a better understanding during periods of high stress such as a drought. The integrated models set the limestone aquifer as an impermeable boundary to understand the alluvial aquifer system without having a secondary water source.
