We introduce a model for traffic signal management based on network consensus control principles. The underlying principle in a consensus approach is that traffic signal cycles are adjusted in a distributed way so as to achieve desirable ratios of queue lengths throughout the street network. This approach tends to reduce traffic congestion due to queue saturation at any particular city block and it appears less susceptible to congestion due to unexpected traffic loads on the street grid. California’s Sustainable Communities and Climate Protection Act (SB 375) and the Oregon Sustainable Transportation Initiative (SB 1059) have made them the first states in the nation to try and reduce greenhouse gas (GHG) emissions using the transportation-planning process. Evaluating how these pioneering laws have changed local planning processes – as well as plans themselves – in each state provides insight into the laws’ effectiveness at changing development patterns in a way that reduces GHG emissions, without waiting decades to see the effects in the built environment. Where livability is a goal of the planning process, freight runs the risk of not being considered except as an afterthought or as something to be excluded. Yet, freight is an integral part of local economic development. Because economic prosperity is a key characteristic of livable communities, freight must be incorporated into the planning process. Geologic hazards such as coastal erosion, landslides, seismic loading, etc. constantly threaten public highway construction and maintenance. Repeat surveys using terrestrial laser scanning (TLS, ground-based LiDAR) enable rapid 3D data acquisition to map, see, analyze, and understand the processes generating such problems. Previously, change detection and analysis between scan surveys was conducted during post-processing upon return to the office, instead of while collecting data in the field. Traffic-monitoring systems, such as those using loop detectors, are prone to coverage gaps, arising from sensor noise, processing errors and transmission problems. Such gaps adversely affect the accuracy of Advanced Traveler Information Systems. This project will explore models based on historical data that can provide estimates to fill such gaps. We build on an initial study by Mr. Rafael J. Fernandez-Moctezuma, using both a linear model and an artificial neural network (ANN) trained on historical data to estimate values for reporting gaps. These initial models were 80% and 89% accurate, respectively, in estimating the correct speed range, and misclassifications were …
