The first Rotating Resilience Roundtables event took place on October 11 and 12, 2018 on the Virginia Tech campus in Blacksburg and was co-organized between the Coastal@VT initiative at Virginia Tech and Old Dominion University/Virginia Sea Grant Climate Adaptation and Resilience Program. It was designed to respond to the need for a cohesive and policy-relevant science that will align and coordinate efforts between researchers and other stakeholders to benefit the Commonwealth’s resilience planning for changing conditions in coastal zone. [First Paragraph] Coastal cities have been subjected to extreme weather events since the onset of urbanization. Climatic change, in particular sea level rise, coupled with rapid urban development are amplifying the challenge of managing risks to coastal cities. Moreover, urban expansion and changes and intensification in land use further pressure sensitive coastal environments through pollution and habitat loss.

Hampton Roads is a populated area in the United States Mid-Atlantic region that is highly affected by sea level rise (SLR). The transportation infrastructure in the region is increasingly disrupted by storm surge and even minor flooding events. The purpose of this study is to improve our understanding of SLR impacts on storm surge flooding in the region. We develop a hydrodynamic model to study the vulnerability of several critical flood-prone neighborhoods to storm surge flooding under several SLR projections. The hydrodynamic model is validated for tide prediction, and its performance in storm surge simulation is validated with the water …

Sea level has been rising around the world, and in recent decades, the rate has been accelerating. Because rising seas have the potential to directly or indirectly affect the health of vast numbers of coastal communities and inhabitants, public health agencies and professionals—in conjunction with other fields—have a pivotal role to play in helping to protect populations, reduce and prevent health impacts, and foster resilience. This article discusses a novel effort that has been undertaken in Coastal Virginia to help prepare the next generation of public health professionals to grapple with sea level rise issues. [Introduction] The Hampton Roads region is located in southeastern Virginia where the Chesapeake Bay meets the Atlantic Ocean. The region includes seventeen municipal governments and has a large federal government presence with 26 federal agencies represented (See Figure 1). The region has a population that exceeds 1.7 million and is home to the deepest water harbor on the U.S. East Coast. Hampton Roads' economy is dependent on the local waterways and houses the world's largest naval facility, the sixth largest containerized cargo complex and supports a thriving shipbuilding and repair industry as well as a tourism industry. Over the past several years, there has been several studies focused on reconstructing global mean sea level (GMSL) for the 20th century, along with projecting rates out into the future. Of greater importance for mitigation and adaptation plans, however, is the rate of local or regional sea level (RSL) rise. Ocean dynamics along with changes in Earth’s gravitational field can cause RSL to deviate from the change in GMSL. During the satellite altimeter era covering the past two decades, RSL trends can be four times the global average, with much of this spatial variation due to internal climate variability. Isolating …

This report examines regional measures of environmental risk perceptions from the 2017 Life In Hampton Roads survey (LIHR 2017) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

Over the past century, the Hampton Roads area of the Chesapeake Bay region has experienced one of the highest rates of relative sea level rise on the Atlantic coast of the United States. This rate of relative sea level rise results from a combination of land subsidence, which has long been known to be present in the region, and rising seas associated with global warming on long timescales and exacerbated by shifts in ocean dynamics on shorter timescales. This case study examines how the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project, a whole-of-government and whole-of-community approach to planning for and adapting to sea level rise, addressed coastal resilience in a southeastern Virginia watershed that spans multiple jurisdictions. Meeting the challenge of sea level rise requires that actors across multiple sectors—citizens, community organizations, industry and government—understand the risks and work together to make critical decisions regarding adaptation strategies and actions. Executive Summary
After two years, the Hampton Roads Sea level Rise and Resilience Intergovernmental Planning Pilot Project (Intergovernmental Pilot Project or IPP), convened at Old Dominion University, has come to a successful close. Although the conclusion of the project is different than originally imagined by the drafters of the IPP Charter, the process in and of itself brought hundreds of stakeholders together, built lasting and ongoing relationships, and produced many workable recommendations for the region that can be accomplished by a variety of partnerships. The goals of this study were to utilize citizen scientists in groundwater research in a coastal community where groundwater plays a large role in sustainable water resources management, and assess the extent of groundwater and marine inundation in response to future sea-level rise scenarios. A total of 7 citizen scientists participated in the study by measuring water levels from 15 groundwater monitoring wells using water level meters once a week over a 10-week period. Automated water level loggers were deployed in three of the same wells to assess the quality of the data collected by the citizen scientists. Additional water …

Global mean sea level rise estimated from satellite altimetry provides a strong constraint on climate variability and change and is expected to accelerate as the rates of both ocean warming and cryospheric mass loss increase over time. In stark contrast to this expectation however, current altimeter products show the rate of sea level rise to have decreased from the first to second decades of the altimeter era. Here, a combined analysis of altimeter data and specially designed climate model simulations shows the 1991 eruption of Mt Pinatubo to likely have masked the acceleration that would have otherwise occurred.
