As coastal communities across the U.S. and worldwide undertake efforts to enhance their resilience to coastal hazards, they must do so while ensuring that all voices are heard, addressing and preventing disparate impacts, and, ultimately, increasing resilience in an equitable way. The Resilience Adaptation Feasibility Tool (RAFT) assists coastal communities in incorporating equity into resilience planning and implementation of projects to increase resilience. The RAFT includes social and economic dimensions in assessment of resilience and focuses on how localities can build resilience equitably. Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. Specifically, we discuss how drivers in the Hampton Roads region of southeastern coastal Virginia obtain information about road flooding, how they respond, …

This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. The application of ASERT incorporates communication, education/learning, and gamification elements that can be embedded into community meetings. This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). Adaptation to sea level rise (SLR) requires coordination among local, state, and federal entities and collaboration across governments, nonprofits, businesses, and residents. This coordination and collaboration are reflected in institutional arrangements associated with a whole-of-government and whole-of-community approach to regional adaptation. This study analyzes the development of an interlocal agreement (ILA), the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project (the Pilot Project), as an example of such an arrangement. This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. PGIS served as a deliberative and participatory mechanism to obtain local knowledge from residents about the location of valued assets within the community and locations challenged by increased flooding and sea level rise. Geographically weighted regression (GWR) has been recognized in the assessment community as a viable automated valuation model (AVM) to help overcome, at least in part, modeling hurdles associated with location, such as spatial heterogeneity and spatial autocorrelation of error terms. Although previous researchers have adjusted the GWR weights matrix to also weight by time of sale or by structural similarity of properties in AVMs, the research described in this paper is the first that has done so by all three dimensions (i.e., location, structural similarity, and time of sale) simultaneously. There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. The Hampton Roads Resilient Region Reality Check event was held on March 17, 2015 at Old Dominion University. The event was built on three key themes: a region-wide, multi-sectoral, and whole-of-community approach that is oriented toward actions to address SLR and flooding. This event was a collaboration between the Urban Land Institute Hampton Roads (HRULI), Old Dominion University (ODU), and the Community Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project.

The acceleration of sea level rise (SLR) has become a threat to the stability of nation-states worldwide and associated with risks to environmental sustainability, economic infrastructure, and public health. However, from both an international and U.S. perspective, there is a lack of research examining legislative decision makers’ perceptions about policies regarding SLR. This study addresses that gap by examining how politics and proximity affects Virginia state legislators’ perceptions of the saliency of SLR. A survey of these legislators reveals their perceptions of credible sources of information, SLR-related risk, and who should take the lead to address SLR. While this study …
