This paper examines the role of crop advisors as brokers of climate information to support US corn farmers to adapt to climatic change. It uses quantitative data collected from a broad survey of crop advisors in the US Corn Belt to examine the factors that shape advisors’ use of (and willingness to provide) climate information to their clients. Building upon a general model of climate information usability we argue that advisors’ willingness to provide climate advice to farmers is influenced by three main factors: their information seeking habits and behavior, their experience with innovation in the past, and how climate …

The western Sandhills of Nebraska contain many shallow lakes and wetlands that interact strongly with groundwater and the overlying atmosphere. The region is semi-arid, and most of the lakes are saline, supporting a wide range of ecosystems. Water levels and salt concentrations are highly sensitive to variations in precipitation, evaporation, and groundwater fluxes, making the Sandhills an excellent laboratory for examining the effects of climate on the water balance of interdunal lakes. Monitoring lakes, rivers, and oceans is critical to improving our understanding of complex large-scale ecosystems. We introduce a method of underwater monitoring using semi-mobile underwater sensor networks and mobile underwater robots in this thesis. The underwater robots can move freely in all dimension while the sensor nodes are anchored to the bottom of the water column and can move only up and down along the depth of the water column. We develop three different algorithms to optimize the path of the underwater robot and the positions of the sensors to improve the overall quality of sensing of an area of …

In 2011, unprecedented flooding in the Missouri River prompted transportation agencies to increase the frequency of monitoring riverbed elevations near bridges that cross the Missouri River. Hydrographic surveys were completed in cooperation with the Nebraska Department of Roads, using a multibeam echosounder at 15 highway bridges spanning the Missouri River from Niobrara to Rulo, Nebraska during and after the extreme 2011 flood.
Evidence of bed elevation change near bridge piers was documented. The greatest amount of bed elevation change during the 2011 flood documented for this study occurred at the Burt County Missouri River Bridge at Decatur, Nebraska, where scour …

Using Temporal Changes In Drought Indices To Generate Probabilistic Drought Intensification Forecasts, Jason A. Otkin, Martha C. Anderson, Christopher Hain, Mark Svoboda

In this study, the potential utility of using rapid temporal changes in drought indices to provide early warning of an elevated risk for drought development over subseasonal time scales is assessed. Standardized change anomalies were computed each week during the 2000–13 growing seasons for drought indices depicting anomalies in evapotranspiration, precipitation, and soil moisture. A rapid change index (RCI) that encapsulates the accumulated magnitude of rapid changes in the weekly anomalies was computed each week for each drought index, and then a simple statistical method was used to convert the RCI values into drought intensification probabilities depicting the likelihood that …

Recently (2004) adopted legislation in Nebraska requires a sustainable balance between long-term supplies and uses of surface-water and groundwater and requires Natural Resources Districts to understand the effect of groundwater use on surface-water systems when developing a groundwater-management plan. The South Platte Natural Resources District (SPNRD) is located in the southern Nebraska Panhandle and overlies the nationally important High Plains aquifer. Declines in water levels have been documented, and more stringent regulations have been enacted to ensure the supply of ground-water will be sufficient to meet the needs of future generations. A Combined Chemical And Biological Approach To Transforming And Mineralizing Pahs In Runoff Water, Chainarong Sakulthaew, Steve D. Comfort, Chanat Chokejaroenrat, Clifford Harris, Xu Li

The water quality of lakes, rivers and streams associated with metropolitan areas is declining from increased inputs of urban runoff that contain polycyclic aromatic hydrocarbons (PAHs). Our objective was to transform and mineralize PAHs in runoff using a combined chemical and biological approach. Using 14C-labeled phenanthrene, 14C-benzo(a)pyrene and a mixture of 16 PAHs, we found that ozone transformed all PAHs in a H2O matrix within minutes but complete mineralization to CO2 took several weeks. When urban runoff water (7.6 mg C L−1) replaced H2O as the background matrix, some delays in degradation rates …

Accurate and reliable pore water extraction techniques are important to an array of scientific fields including, but not limited to, hydrogeology, soil science, and paleoenvironmental research. The aim of the current project is to test the applicability of an immiscible displacement extraction technique for stable isotopes of water under a range of textural, hydrologic, and chemical conditions. In many states there is an absence of communication between the state and local levels about many aspects of water resource management. This research examines the interaction between the state and local levels regarding water-use restrictions for public water systems (PWSs). This information is useful for state-level drought planning and mitigation through the assessment of drought impacts on public water supplies. Officials from five state-level entities that collect and disseminate local water-use restriction information were interviewed over the phone for this research. The Standardized Precipitation Evapotranspiration Index (SPEI) was computed based on the monthly precipitation and air temperature values at 609 locations over China during the period 1951–2010.Various characteristics of drought across China were examined including: long-term trends, percentage of area affected, intensity, duration, and drought frequency. The results revealed that severe and extreme droughts have become more serious since late 1990s for all of China (with dry area increasing by ∼3.72% per decade); and persistent multi-year severe droughts were more frequent in North China, Northeast China, and western Northwest China; significant drying trends occurred over North China, the southwest region of …
