We are a North American non‐profit organization, composed of diverse stakeholders with significant experience in water conservation programs and policies. Our mission is to promote the efficient and sustainable use of water, to promote cost‐effective water efficiency measures that will reduce wasteful consumption, reduce the need for additional drinking water and waste water capacity, and provide multiple energy, economic, and environmental benefits. Traffic-monitoring systems, such as those using loop detectors, are prone to coverage gaps, arising from sensor noise, processing errors and transmission problems. Such gaps adversely affect the accuracy of Advanced Traveler Information Systems. This project will explore models based on historical data that can provide estimates to fill such gaps. We build on an initial study by Mr. Rafael J. Fernandez-Moctezuma, using both a linear model and an artificial neural network (ANN) trained on historical data to estimate values for reporting gaps. These initial models were 80% and 89% accurate, respectively, in estimating the correct speed range, and misclassifications were …

Are residents living in communities around the Nevada Test Site aware of environmental remediation activities and do outreach efforts contribute to awareness? Through a U.S. Department of Energy (DOE) grant, the University of Nevada, Las Vegas administered a mail questionnaire to 14,083 residents and received 1,721 responses. Approximately 90% of the respondents reported awareness of past nuclear tests at the Nevada Test Site; 63% reported awareness of low-level radioactive waste disposal at the site; and 41% are aware that the Yucca Mountain Project for high level waste disposal is part of the Office of Civilian Radioactive Waste Management and not …

In this paper, we present ROAD, a general framework to evaluate Location-Dependent Spatial Queries (LDSQ)s that searches for spatial objects on road networks. By exploiting search space pruning technique and providing a dynamic object mapping mechanism, ROAD is very efficient and flexible for various types of queries, namely, range search and nearest neighbor search, on objects over large-scale networks. ROAD is named after its two components, namely, Route Overlay and Association Directory, designed to address the network traversal and object access aspects of the framework. Until recently, wetlands had value in the marketplace only as targets for destruction. Today, wetlands often have market value for uses that do not require that they be dredged and filled. Such opportunities include: 1. Carbon storage offsets for greenhouse gas emissions; 2. Mitigation banks for destruction of other wetlands; 3. Conservation banks for wildlife protection; 4. Tradable water quality protection rights; 5. Sites for growing algae or other biofuel crops. The supply chains through which foods are produced, processed, and transported can have a significant impact on the environment in terms of the carbon dioxide (CO2) that is emitted during each of these phases; however, little research has incorporated information about environmental impact into supply chain scenarios. Moreover, many consumers are unaware of how their food choices may impact the environment in this way. To fill these gaps, a tool called CarbonScope was developed to show consumers the CO2 emissions associated with different food types and food transportation scenarios. However, it is often very difficult for web surfers who are still using narrowband connections to access such web sites. U.S. visitor demand for the China travel experience is anticipated to rise significantly through 2105, causing the Chinese government to employ 100 million service providers over the next six years and raising concern about service delivery and perceptions of the on-site China experience. In an effort to better understand these issues concerning U.S. visitors, this study investigated two specific types of U.S. travelers to China: Group Package Tour (GPT) visitors and Free Independent Travel (FIT) visitors. Results indicated that GPT visitors were more likely to be older and have higher household income than FIT visitors. Four trip-related characteristics of GPT …

This report provides an assessment of the feasibility of consolidation of public safety dispatch for 14 communities in Cuyahoga County, Ohio. The findings are that consolidation of dispatch services among the participating communities would reduce staffing costs by an estimated $1.7 million annually. Consolidation of services would reduce the duplication of services and redundant capital projects. Instead of the duplicate purchase of expensive equipment by several communities, the cost of large capital will be distributed over a larger base of beneficiaries. Centralization will reduce the physical blueprint of dispatch operations which in turn should reduce operating costs such as natural …

Though this work is a fuel and energy history of Kansas City from 1820 to 1920, it also provides a tool to describe and analyze fuel and energy transitions. The four parts follow the rise and fall of wood, coal and oil as their use grows to a peak and, in the case of wood, declines. The founding and growth of Kansas City as an “instant city” that grew from zero population to over three hundred twenty thousand in a hundred years embodies the increased use of fuels and energy in an urban setting and serves as a case study. …

Decision analytic modelling enables decision makers to assess the cost-effectiveness associated with a proposed change in a cunent system without physically implementing the changes. This can be achieved by formulating a mathematical model that represents all the major events occuning in the system through fmmulas and algorithms, and estimating the likely outcomes along with their costs. Problems Of Equity And Efficiency In The Design Of International Greenhouse Gas Cap-And-Trade Schemes, Jason S. Johnston

This article argues that international greenhouse gas (GHG) cap-and-trade schemes suffer from inherent problems of enforceability and verifiability that both cause significant inefficiencies and create inevitable tradeoffs between equity and efficiency. A standard result in the economic analysis of international GHG cap and trade schemes is that an allocation of initial permits that favors poor, developing countries (making such countries net sellers in equilibrium) may be necessary not only to further redistributive goals but also the efficiency of the GHG cap and trade scheme. This coincidence of equity and efficiency is, however, unlikely to be realized under more realistic assumptions …
