Southern California has access to a finite amount of water that is vulnerable to the state’s changing climate and growing population. The increasing population’s water demands and hydrologic variability due to climate change inspire different proposals to solve these water limitations. Seawater or brackish water desalination and wastewater recycling are all water resources that have the potential to help meet the water needs of Southern California, specifically the South Coast Hydrologic Region. This paper examines the effect of different residential electrical load profiles (electrical energy consumption patterns within a day) on energy charges for customers with solar panels under different Southern California Edison time-of-use (TOU) rate plans. We identify the TOU plan which would be the most cost effective for solar customers with each load profile. The impact of the orientation of the solar panel array (whether it faces south or west or east) and shading patterns on electricity charges are examined. Battery storage coupled with solar panels became a consideration after the original net metering program in California (NEM 1.0) ended and gave way to the current net metering program (NEM 2.0). Under NEM 2.0, battery storage gives customers under time-of-use (TOU) rate plans the ability to store the excess electrical energy generated by their panels during sunlight hours (when electricity usage and resale rates are low) and then use that energy in the evening when rates are significantly higher. This reduces the amount of expensive electricity that the customer would have to purchase from the grid. It is widely expected …

California is electrifying medium and heavy vehicles (vehicles weighing over 8,500 pounds) to reduce greenhouse gas emissions and provide environmental justice for disadvantaged communities. These vehicles are used for delivery, construction, refuse collection or long haul trucking. The three main challenges of electrification are infrastructure, policy and funding. To address these challenges, policy analysis was used to review California’s policies already in place for electrification of medium and heavy duty vehicles. Comparative analysis was used to look at policies in other countries and environmental programs for strategies to help electrification efforts.

At the present time, using wind and solar energy for producing electricity in the United States is becoming cost competitive. According to Lazard’s 2019 [36] levelized cost of energy (LCOE) analysis of a number of energy sources used for producing electricity in the United States, wind and solar are cheaper than natural gas and coal. While capital, maintenance, operation, and fuel costs are included in LCOE numbers, energy source intermittency is not. This study examines the demographics of California’s 53 congressional districts and the relationship with the voting patterns on three environmentally focused propositions in the 2008 and 2010 elections. Previous literature on the topic is mixed as some studies suggest that select attributes are found among environmental voting centers, yet other research describes the relationship as more complex than simple characteristics. Any significant effort to reduce global emissions of greenhouse gasses must address the growing concern of the transportation sector’s inability to meaningfully reduce its emissions contribution. A major shift in the primary fuel used in the sector away from petroleum-based fuel to electricity is one potential way the sector can lower its emissions and transition into a sustainable future. However, a number of barriers face the electric vehicle market, including competing against an already mature vehicle market, battling consumer preferences, and overcoming technical challenges. Investigating the possibility that drought might limit the water supply needed for thermal electricity generation in California, power plant water consumption data was compared to urban and agricultural consumptive demands to identify areas where power plants might contribute to regional water stress. To identify areas where power plants might be impacted by water stress, regional power plant, urban, and agricultural water demands were also compared to the available water supply. A list of power plants that would contribute most to regional water scarcity (individually and in aggregate) was highlighted, based on the plant’s water consumption volume, water-intensity, and water source. …

To tackle the need for a cleaner environment, free of toxic chemicals, the Center for Environmental Health (CEH) establish a Healthy Energy Choice campaign. Many aspects of western water allocation and management are the product of independent and uncoordinated actions, several occurring a century or more ago. However, in this modern era of water scarcity, it is increasingly acknowledged that more coordinated and deliberate decision-making is necessary for effectively balancing environmental, social, and economic objectives. Small hydropower is an underutilized form of clean energy generation. In order for any potential for small hydropower to be developed or utilized, the amount of potential power needs to be estimated accurately. A number of studies have been conducted, though none of these studies have taken local climate into account, which affects the accuracy of their results. A number of places in Northern California have potential that has not yet been utilized, but a more accurate assessment of that potential is called for. Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.
