Planning

Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. The purpose of this paper is to present results of simulations of the Florida Tech UTC-M sea-breeze model22 with the addition of a simplified atmospheric downwelling radiation subroutine1,4 combined and a thermal inertia subroutine17,19,20 into the atmospheric planetary boundary layer model, in order to calculate time dependant heat flux boundary conditions at the air-land boundary that are derived from satellite data from AVHRR and MODIS sensors. The improved UTC-M planetary boundary layer model with this thermal sub-model subroutine is used to demonstrate the use of thermal inertia to help estimate heat fluxes at the land-air interface which in turn influences …

The annual loads of C,N,P, silicate, total suspended sediment (mass) and their yields (mass area−1) were estimated for six watersheds of the Mississippi River Basin (MRB) using water quality and water discharge records for 1973 to 1994. The highest load of suspended sediments is from the Missouri watershed (58 mt km2 yr−1), which is also the largest among the six major sub-basins. The Ohio watershed delivers the largest load of water (38%). The Upper Mississippi has the largest total nitrogen load (32%) and yield (1120 kg TN km2 yr−1). Landuse/landcover (LULC} is a function of natural factors such as soils, climate and water and of anthropogenic factors such as predominant use. In Arkansas, the primary use of the land varies depending on the physiographic region. For example, in the Mississippi Delta region of eastern Arkansas row crop agriculture predominates, whereas in the Gulf Coastal Plains forestry dominates. In both regions LULC is spatially and temporally . variable. The Buffalo River was established by Congress it11972 as the first National River in the United States. The Buffalo River, which originates in the higher elevations of the Boston Mountains in Newton County, is one of the few remaining free-flowing streams in Arkansas. It is considered to be one of Arkansas' greatest natural treasures, and thus, there is strong interest in protecting it from anthropogenic influences. An initial characterization of the soil taxonomic units, watershed boundaries, topography and physiographic units in the Buffalo River Watershed was presented by Scott and Smith (1994).
