Most nonindigenous species invasions can have negative consequences on an environment. Trophic systems may become altered as prey sources are depleted, which can have further implications on community and habitat structure. However, some species invasions can be positive as it can provide another food source for key stone species. The effects of invasive species are reviewed in the following paper for the North American river otter (Lontra canadensis) and the Eurasian otter (Lutra lutra). This report describes the outcome of case study research of consolidated dispatch centers in the state of Ohio. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges, and lessons learned by each entity. The results suggest that while the experiences among consolidated dispatch centers varied, the elements that should contribute to a successful transition are building strong relationships, involving a center director and other stakeholders (including affected employees) in the planning process, having a willingness to compromise, providing training for dispatchers developing of standard operating procedures, and establishing …

This report includes case studies of consolidated dispatch centers in the United States. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges and lessons learned by each entity. The results suggest that, although the experiences among consolidated dispatch centers varied, the elements that should contribute to a successful transition are strong leadership, communication with affected employees, ability to compromise, consistency in treatment of employees, development of standard operating procedures, stakeholder inclusion, and beginning consolidation with a clear plan that treats all participants as equal partners.

This report provides an assessment of the feasibility of developing an aerotropolis around Cleveland Hopkins International Airport, Cleveland, Ohio. This report provides an assessment of the feasibility of consolidation of public safety dispatch for 14 communities in Cuyahoga County, Ohio. The findings are that consolidation of dispatch services among the participating communities would reduce staffing costs by an estimated $1.7 million annually. Consolidation of services would reduce the duplication of services and redundant capital projects. Instead of the duplicate purchase of expensive equipment by several communities, the cost of large capital will be distributed over a larger base of beneficiaries. Centralization will reduce the physical blueprint of dispatch operations which in turn should reduce operating costs such as natural …

The elimination of childhood lead poisoning is a national health policy objective to be attained by the year 2010. A full understanding of the poisoning risks that lead poses for young children and infants evolved as more research focused upon its effects. Some of the first warnings of the potential dangers associated with lead began with studies conducted as early as the 1940s and 1950s. Over time, the link between exposure to lead and reduced cognitive function and impulse control in young children was firmly established. This report describes results from research conducted by the Center for Public Management (PM)of the Maxine Goodman Levin College of Urban Affairs at Cleveland State University to gain an understanding of the relationship between the supply and demand sides of Northeast Ohio’s Information, Communications, and Technology (ICT) market, and how supply and demand communicate to provide the skilled ICT workers needed by ICT-related employers. In preparation for the development of a strategic business plan for the City of Cleveland to create an industrial/commercial land bank, the GLFEC conducted a best practices scan that encompassed two phases of primary research. The first phase included a thorough review of more than 41 sources of academic and trade literature on the topics of vacant land utilization and management, land banking, land assembly, and vacant and abandoned property policy. The City of Cleveland plans to create a long-term vision for industrial and commercial land reuse in order to better serve the business and neighborhood interests of its citizens. The market analysis for the Apalachicola National Estuarine Research Reserve revealed that there is a diverse body of coastal resources management training providers who offer training in the Florida Panhandle. These organizations are primarily either governmental agencies, or institutions of higher education. A series of focus groups were conducted throughout northwest Florida to obtain input from coastal decision-makers into the design and development of a coastal resources management training program for the Apalachicola National Estuarine Research Reserve (ANERR). The focus groups were comprised of a cross section of coastal and environmental professionals who make decisions affecting coastal and watershed areas. The focus group decision-makers were primarily employed in the public sector (federal, state, local, governmental, nonprofit, or academic), with nearly half of the participants having between six and 15 years of professional experience.

An analysis of the market for coastal resources management training in Ohio’s Lake Erie basin identified the challenges faced by coastal decision-makers and the disparities currently existing within this market. The primary challenges identified were in the quality of instruction and in the types of training provided. Disparities indicated were with coordination, equipment and logistical factors, external and internal marketing and promotional assistance, funding, personnel and staff assistance, and legislative and regulatory concerns. The Apalachicola National Estuarine Research Reserve (ANERR) is located in Franklin County on the Florida panhandle within the 19,600-square-mile Apalachicola-Chattahoochee-Flint watershed. Spanning more than 246,000 acres, the Reserve includes areas of Franklin, Gulf, Calhoun, and Liberty counties. The Reserve received its designation in 1979, and is a federal/state partnership with the Florida Department of Environmental Protection.
