We explore economic, distributional and health consequences of U.S. greenhouse gas emissions objectives that could be achieved using Section 115 of the Clean Air Act (international air pollution), which has only recently received detailed legal analysis as a potential U.S. climate policy tool. Under it a national emissions target could be allocated among the states. This illustrative analysis considers 45% and 50% reductions of energy and industry-related CO2 emissions by 2030, below 2005 levels, via a model rule. Different approaches (based on legal precedent) for the interstate allocation are considered, along with alternative rates of technology improvement. The detail needed …

Using a dataset consisting of daily vehicle trips, PM2.5 concentrations, along with a host of climactic control variables, we test the hypothesis that “yellow air day” advisories provided by the Utah Division of Air Quality resulted in subsequent reductions in vehicle trips taken during northern Utah’s winter-inversion seasons in the early 2000s. Winter inversions occur in northern Utah when climactic conditions are such that PM2.5 concentrations (derived mainly from vehicle emissions) become trapped in the lower atmosphere, leading to unhealthy air quality (concentrations of at least 35 µg/m3) over a span of what are called “red air days”. Monitoring Reduction Efforts For Pm2.5 In Ellensburg,Wa Using Community-Based Social Marketing To Examine Behavioral Change, Kelsey Gibbs

In 2011, Ellensburg, Washington was labeled by the Washington Department of Ecology as being vulnerable for violating National Ambient Air Quality Standards for particulate pollution (PM2.5). In the Kittitas Basin, winter-time frequent air inversions and stagnant air events trap pollution near the ground, elevating pollutant concentrations during winter months. Wood smoke from household burning has been identified by mobile PM2.5 monitoring completed in 2015 as the primary source of PM2.5. This research utilizes community-based social marketing techniques to encourage behavioral change for wood burning in a targeted neighborhood in Ellensburg. Residents of the target neighborhood …

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.
Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.
