This is the final paper in a four-part series examining the fundamental question, “What does the word height really mean?” The creation of this series was motivated by the National Geodetic Survey’s (NGS) embarking on a height modernization program as a result of which NGS will publish measured ellipsoid heights and computed Helmert orthometric heights for vertical bench marks. Practicing surveyors will therefore encounter Helmert orthometric heights computed from Global Positioning System (GPS) ellipsoid heights and geoid heights determined from geoid models as their published vertical control coordinate, rather than adjusted orthometric heights determined by spirit leveling. In recent decades, earlier and more frequent harvests of agricultural grasslands have been implicated as a major cause of population declines in grassland songbirds. From 2002 to 2005, in the Champlain Valley of Vermont and New York, USA, we studied the reproductive success of Savannah Sparrows (Passerculus sandwichensis) and Bobolinks (Dolichonyx oryzivorus) on four grassland treatments: (1) early-hayed fields cut before 11 June and again in early- to mid-July; (2) middle-hayed fields cut once between 21 June and 10 July; (3) late-hayed fields cut after 1 August; and (4) rotationally grazed pastures. In Virginia, an examination of existing derelict trap data retrieved from Chesapeake Bay Multispecies Monitoring and Assessment Program (ChesMMAP) trawl surveys shows the potential effect of derelict traps on fish communities in Virginia waters (Bonzek and Latour 2005). Since 2002, ChesMMAP has attempted to sample 90 stations in the mainstem Chesapeake Bay ranging from the southern edge of the Susquehanna Flats to the Bay mouth in all depths to a minimum of 10 feet during each cruise. There are approximately 4-5 cruises per year and a large mesh bottom trawl is used to capture adult fish of a variety of …

This report presents the results of striped bass (Morone saxatilis) tagging and monitoring activities in Virginia during the period 1 September 2005 through 31 August 2006. It includes an assessment of the biological characteristics of striped bass taken from the 2006 spring spawning run, estimates of annual survival and fishing mortality based on annual spring tagging, and the preliminary results of the fall 2005 study that documents the prevalence of mycobacterial infections of striped bass in Chesapeake Bay. Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.

State-level responses to sprawl have surfaced throughout New England in recent years. This report describes 11 examples of these responses, representing all six New England states and a diversity of recent …

The Yorktown Public Beach is located on the south side of the York River at Yorktown,Virginia (Figure 1). Recently, it has undergone dramatic transformation with the construction of floating piers, upscale restaurants and shops, parking garage, and additional shore management structures. The main recreational beach is now about 1,600 feet in length. A new section of beach and breakwaters is located upstream of the main recreational shore; this project area is 1,500 ft long which includes property owned by the Waterman’s Museum. For 100 years, the Antiquities Act has been used by nearly every President in the 20th century to set aside and protect lands threatened with privatization and development. The list of lands first protected under the Antiquities Act – and that might never have been protected without it – is truly remarkable. Many of our most treasured national parks including the Grand Canyon, Olympic, Zion, Arches, Glacier Bay, and Acadia, began as national monuments. All told, Presidents have issued 123 proclamations setting aside millions of acres of land under the Antiquities Act.

The Mekong Delta hosts suitable conditions for promoting the widespread dissemination of biogas systems, such as tropical temperatures, high population density, and widespread animal husbandry. The low-cost polyethylene biodigester (BD) is the most common model in the Mekong Delta, although concrete and brick biodigesters have been implemented to a lesser extent. Biogas systems offer a wide range of benefits, such as improving water quality, enhancing integrated farming systems, and meeting rural energy demand while improving public health. This task agreement was awarded by the National Park Service (NPS), Lake Mead National Recreation Area (LAME), to the Public Lands Institute (PLI) at the University of Nevada, Las Vegas (UNLV) on October 1, 2005. This monitoring, research, and management project consisted of several project elements focused on: bald eagles, peregrine falcons, rare songbird species (including southwest willow flycatcher); aquatic birds, relict leopard frog, desert tortoise, and bighorn sheep. The National Park Service (NPS) at Lake Mead National Recreation Area (LAME) entered into a cooperative agreement with the University of Nevada, Las Vegas (UNLV) to accomplish vegetation monitoring and management activities. This report summarizes activities that took place by UNLV under this task agreement between October 1, 2005, and September 30, 2006. The activities included:

• Weed Sentry mapping and treating incipient populations of exotic invasive plants throughout Clark County, including along shorelines of Lakes Mead and Mohave;
• Monitoring of targeted rare native plant species;
• Sahara mustard research; and
• Providing technical assistance upon request to the NPS vegetation manager.
