A Proposed Revision Of Kentucky's Water Rights Legislation, Richard Ausness
KWRRI Research Reports
Kentucky's present system of water law consists of a statutory water withdrawal permit system superimposed upon a body of common-law water rights doctrine. The rights of water users are often uncertain under this system, particularly in periods of water shortage. The proposed revision of Kentucky's existing water rights legislation, would greatly reduce the significance of common-law water rights and would remedy some of the weaknesses in the present statute.
Part 1 of the proposed statute establishes an administrative structure; Part 2 deals with water withdrawal permits; Part 3 retains the present statute's provisions on the regulation of dams and impoundments, …

Apparatus for demodulation and correlation of a code modulated 10 MHz signal is comprised of a sample and hold analog-to-digital (A/D) converter synchronized by a frequency coherent 40 MHz pulse to obtain four evenly spaced samples A1,B1A2 and B2 of each cycle of the signal, and means for adding, or subtracting, each sample to, or from, one of four accumulators to form the sums:

One-half million acres of U.S. coastal wetlands have been destroyed by dredging and filling operations since 1956. They are being destroyed at the rate of 0.5-1.0% each year. In one ten year period, Rhode Island lost 5% of its 2000 acres of wetlands to urban development, and Connecticut lost 12% of its marsh lands. Less than 1500 acres of marsh remain in Connecticut. During the course of this research project, I examined one aspect of wetland destruction - the dredging and disposal of spoil materials onto wetlands and into the coastal waters of Southern New England. Organized Resistance To An Imposed Environmental Change: A Resevoir In Eastern Kentucky, William F. Schweri Ii, John Van Willigen

This is a case study of a group organized to resist the construction of an Army Corps of Engineers reservoir project located in Eastern Kentucky, More specifically the account describes how a group of landowners organized themselves and enacted an increasingly complex strategy of resistance. Within this framework perceived costs, leadership and authority and group organization are considered.
The primary method employed in this research was that of repeated interviews with members of the resistance organization who were identified as key informants. These interviews were carried out on both structured and unstructured bases.

One of the goals of the Fishery Conservation and Management Act of 1976 was the rebuilding of the American fishing industry. However, the Act does not give the U.S.fisherman exclusive rights to the fishery resource. The American fisherman will still be competing with the foreign fleets. In order to create an incentive for a rapid development of the rural-based artisanal fisheries of coastal states, that can actively compete with large scale industrial fisheries of non-coastal states as well as coastal states of the region, some states are now moving towards an integrated approach in their development efforts. Such integrated projects will take into consideration rural development, provision of infrastructural facilities for fish handling and processing, vessel servicing, repairs and boat building. Socio-economic factors such as organization of fishermen's cooperatives, financing and marketing institutions are also vital inputs.

The objective of this thesis is to develop a theory for defining optimal conservation and applying definition to the prevailing rate of domestic petroleum production. Optimal conservation is defined as action designed to achieve or to maintain, from the point of view of society as a whole, the maximum present value of natural resources (or of a natural resource). The proper "action" is defined according to the pure theory of exhaustible resources. The literature survey is a chronological series of articles concerning this theory.

Detailed knowledge of the advection of sensible heat is necessary to understand the energy balance of the evaporating surface in many parts of the world. Sensible hear advection can result from regional and/or local sources. The local and regional components of sensible heat advection (Aloc and Areg, respectively) are identified and their magnitudes in a semi-arid to sub-humid zone are established in the work reported here. Measurements of dry- and wet-bulb air temperature, wind speed and net radiation were made above an irrigated alfalfa field with relatively dry surrounding upwind at Mead, NE. The U.S. Departments of the Interior and Energy have conducted system planning, location, and environmental studies for the trans-mission facilities required for the Dickey-Lincoln School Hydroelectric project. These studies of many alternate routes have resulted in iden-tification of a proposed transmission line route and an environmental impact statement, as required by the National Environmental Policy Act of 1969.
