This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. PGIS served as a deliberative and participatory mechanism to obtain local knowledge from residents about the location of valued assets within the community and locations challenged by increased flooding and sea level rise. The 2018 Inventory for New Kent County was generated using on-screen, digitizing techniques in ArcGIS® -ArcMap v10.4.1while viewing conditions observed in Bing high resolution oblique imagery, Google Earth, and2017imagery from the Virginia Base Mapping Program (VBMP).Four GIS shapefiles are developed. The first describes land use and bank conditions (New_Kent_lubc_2018). The second portrays the presence of beaches (New_Kent_beaches_2018). The third reports shoreline structures that are described as arcs or lines(e.g. riprap)(New_Kent_sstru_2018). The final shapefile includes all structures that are represented as points(e.g. piers)(New_Kent_astru_2018).The metadata file accompanies the shapefiles and defines attribute accuracy, data development, and any use restrictions that pertain to …

The Increased Risk Of Flooding In Hampton Roads: On The Roles Of Sea Level Rise, Storm Surges, Hurricanes, And The Gulf Stream, Tal Ezer

The impact of sea level rise on increased tidal flooding and storm surges in the Hampton Roads region is demonstrated, using ~90 years of water level measurements in Norfolk, Virginia. Impacts from offshore storms and variations in the Gulf Stream (GS) are discussed as well, in view of recent studies that show that weakening in the flow of the GS (daily, interannually, or decadal) is often related to elevated water levels along the U.S. East Coast. Two types of impacts from hurricanes on flooding in Hampton Roads are demonstrated here. One type is when a hurricane like Isabel (2003) makes …

Dr. Derek Loftis presented his recent research related to installing new water level sensors (and some of the early event data the network has captured during Hurricanes Jose and Maria) in many Hampton Roads municipalities with the StormSense Smart Cities project. This presentation also introduces information related VIMS efforts with the CCRFR and local news media in the organization of the 'Catch the King' Tide crowd-sourcing data event using the Sea Level Rise App.

The Chesapeake Bay has about 10 million people living along its shores (Chesapeake Bay Foundation, 2017) and about 150,000 new people move into the Bay watershed each year. For communities along the shore, the continual shore retreat may be a problem. When land along the shore shows signs of erosion, property owners tend to address it.
In the past, shore stabilization strategies generally were stone revetments or wood bulkheads. Though these strategies are effective at shore stabilization, they can create a disconnect between the upland and the water and typically provide few natural habitats along the shoreline. In the past …
