Human Conflicts with Wildlife: 2002 Symposium

The negative impacts of wildlife on forest resources can be extensive. This paper provides some insight into the economic and environmental consequences of wildlife damage to forest resources and a brief overview of the damage inflicted by select wildlife species. Probably the most thorough measure of wildlife damage to forests in the Pacific Northwest was initiated in 1963 and 1964 by the Committee on Animal Damage Survey of the Western Forestry and Conservation Association. This study estimated that 30% of the tree seedlings planted would be damaged if no preventive practices were implemented; stocking rates on unprotected sites were 75% …

Avista Corporation's proposed relicensing alternative for these two projects includes a comprehensive settlement agreement that was developed through the use of the Commission's Alternative Licensing Procedures and a collaborative approach during prefiling consultation. YNP, encompassing 2.22 million acres, and GTNP, comprising 310,000 acres, form the core of the Greater Yellowstone Ecosystem, described as the last large, nearly intact ecosystem in the northern temperate zone. In 1990, a Winter Use Plan was completed for Yellowstone National Park (YNP), Grand Teton National Park (GTNP), and the John D. Rockefeller, Jr., Memorial Parkway (the Parkway). In 1994 the National Park Service (NPS) and U.S. Forest Service began work on a coordinated interagency report on Winter Visitor Use Management. This effort was in reaction to an earlier than expected increase in winter use. The 1990 Winter Use Plan projected 143,000 visitors for the year 2000. In 1992-93 winter use in YNP and GTNP exceeded this estimate.

The Bureau of Land Management is responsible for the welfare of wild horses. The wild horse program is under constant scrutiny by the public for actions concerning wild horse management and gathering. Within the Rawlins field office (RFO) there is a substantial acreage of "checkerboard" lands. Approximately 50 percent of these lands are BLM-administered public lands and 50 percent are private lands controlled by many private entities. The northern portition of the gather area contains this type of land pattern.

A review of existing land-use planning decisions is being conducted to evaluate how to best manage public lands, resources, educational opportunities, and other values associated with the recent discovery of dinosaur tracks on BLM-administered public lands near Shell, Wyoming. The tracks were not addressed in the Washakie Resource Management Plan (RMP) which was completed in 1988. A review of BLM's planning decisions for the discovery area is needed to evaluate the adequacy of existing management prescriptions for the protection of the tracks and related values.
