The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. The following recreational fisheries management package is a result of an extensive public consultation process. The package has been carefully developed to deliver the required reduction in catches. It is important to understand that each management measure contributes to the reduction in catches necessary to give these stocks a chance to rebuild and that no measure on its own will deliver the required reduction in catch.

Continued growth of the shellfish aquaculture industry in Virginia has added significant value to the state’s seafood marketplace. Today, watermen continue to harvest both hard clams and oysters from the state’s public resources, albeit at diminished rates. At the same time, Virginia’s watermen-farmers are providing growing quantities of additional quality shellfish to consumers. Following the lead of the hard clam industry, there has been a significant transition to intensive aquaculture of native oysters in recent years. The once extensive oyster planting has disappeared primarily as a result of endemic oyster diseases and increasing wildlife predation of seed oysters. In its …

In aquatic animal collections, such as those in the collection of Mystic Aquarium & Institute for Exploration’s Fish & Invertebrate department, live food is an essential part of the diet of animals that are on display, used in education, and kept in reserve for exhibits. For Mystic Aquarium’s Fish & Invertebrate department, newly hatched Artemia salina, or brine shrimp, are fed to an assortment of fishes and invertebrates, including soft corals and jellyfish. Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.

Moratoria on fishing directly impact fishers, distributors and marketers of product and can have serious socio-economic implications. Moratoria can impact communities but usually populations closely linked to the banned activity. In an unprecedented example, a moratorium on fishing in Virginia has directly impacted a nonfishing citizenry by thwarting plans for a public utility. In May 2003, a panel empowered to regulate marine resources denied permission to withdraw raw water from a pristine freshwater river, the Mattaponi. The controversial action spoiled a multi-million dollar plan to establish the King William Reservoir, a water source considered essential to future growth and development …

A Spatial Sirs Boolean Network Model For The Spread Of H5n1 Avian Influenza Virus Among Poultry Farms, Alexander Kasyanov, Leona Kirkland, Mihaela Teodora Matache

To predict the spread of Avian Influenza we propose a synchronous Susceptible-Infected-Recovered-Susceptible (SIRS) Boolean network of poultry farms, using probabilistic Boolean rules. Gravity models from transportation theory are used for the probability of infection of a node in one time step, taking into account farm sizes, distances be- tween farms, and mean distance travelled by birds. Basic reproduction numbers are computed analytically and numerically. The dynamics of the network are analyzed and various statistics considered such as number of infected nodes or time until eradication of the epidemic. We conclude that mostly when large farms (eventually) become infected the epidemic …
