My paper examines the life of "Typhoid Mary" Mallon, and looks at how she has been depicted and vilified in popular culture. It asks why and how she has been remembered in history as the infamous “Typhoid Mary” and how her portrayal has been influenced by the attitudes and beliefs of the time and place of her life. I discuss her historical legacy through the lens of her three identities as a healthy carrier, Irish immigrant, and a working woman, researching both primary and secondary sources. This presentation provides an overview of recent research on governmental public health expenditures and their interaction with medical spending, carried out through the Robert Wood Johnson Foundation supported initiatives on Public Health Services and Systems Research (PHSSR) and the new Systems for Action research program. This work illustrates the value of tracking resource use across multiple sectors that influence health and well-being in American communities. As such, this work can inform the ongoing dialogue about methodologies for summarizing total health spending for the U.S. and for state and local areas.

Background

Public health systems in Canada have undergone significant policy renewal over the last decade in response to threats to the public’s health, such as severe acute respiratory syndrome. There is limited research on how public health policies have been implemented or what has influenced their implementation. This paper explores policy implementation in two exemplar public health programs -chronic disease prevention and sexually-transmitted infection prevention - in Ontario, Canada. It examines public health service providers’, managers’ and senior managements’ perspectives on the process of implementation of the Ontario Public Health Standards 2008 and factors influencing implementation.

The World Health Organization (WHO) declared a Public Health Emergency of International Concern (PHEIC), and recently WHO reported there is a scientific consensus that Zika is a cause of microcephaly and Guillain-Barré syndrome (GBS). We review methods for measuring the structure of public health delivery systems using data from the National Longitudinal Survey of Public Health Systems. A growing body of research using these measures demonstrates how multiple sectors contribute to core public health functions, and how these functions influence community health status over time. We end with a summary of how the Comprehensive Public Health System measure will be used in monitoring the impact of the 21st Century Public Health System initiative.

Drug overdose deaths have become an escalating epidemic in the U.S. and surpassed motor vehicle collisions as the leading cause of accidental death. To combat opioid overdose, naloxone distribution to the public has been initiated in some states as a harm reduction strategy. Naloxone has been used for many years among hospital professionals as a life-saving antidote to reverse the respiratory depression effects of opioids, and the FDA has approved take-home naloxone devices for layperson use. The National Longitudinal Survey of Public Health Systems has followed a nationally-representative cohort of U.S. communities since 1998 to measure the scope of public health activities implemented in each community and the range of organizations and sectors that contribute to each activity. With 16 years of follow-up observations, this survey allows us to study the effects of demographic, economic, and policy shocks on public health delivery systems, and estimate the health effects attributable to delivery system change.

Obesity is a stigmatized condition, and research has shown that obesity stigma varies based on the perceived cause of obesity. It is important that public health professionals develop policy and campaigns that resonate with specific populations while avoiding an increase in harmful stigma. This study identifies socio-demographic differences in causal attributions of obesity and beliefs about responsibility for obesity. Using data from a survey of 923 people in the United States conducted by ABC New/Time Magazine, attributions of cause and responsibility are analyzed using Ordinary Least Squares regression. Background: Understanding and aligning staff core values with organizational values has been shown to contribute to positive work attitudes and increased organizational performance in the private sector. Little is known about the role of values in local public health.

Purpose: To identify public health staff core values, and to improve the alignment between staff values and organizational values (known as values congruence).

Methods: A Tribal Leadership exercise was used as part of a multi-stage strategic planning process at Canada’s largest autonomous local public health agency.

After originally studying chemical engineering at Penn State, Lois Highsmith decided to instead pursue nursing. At Jefferson she found a passion for community health nursing, specifically related to obstetrics, gynecology, and maternal child health. Ms. Highsmith graduated in 1986 and over the years worked mostly in maternal care but also in psychology. Among other positions, she worked for ten years at Pennsylvania Hospital where she founded STEPS, Strategies to Encourage Parental Self-Sufficiency, a teen pregnancy clinic, and worked as a home visitor for Mercy Home Health educating new moms about postpartum care. Electronic cigarettes (e-cigarettes) have emerged onto the public market as an alternative to tobacco cigarettes; however, science is inconclusive as e-cigarettes have not been thoroughly investigated, including their short- and long-term risks and benefits (1, 2). The question arises of whether e-cigarettes will become the future tobacco crisis. The Zika virus (ZIKV), a flavivirus related to yellow fever, dengue, West Nile, and Japanese encephalitis, originated in the Zika forest in Uganda and was discovered in a rhesus monkey in 1947. The disease now has “explosive” pandemic potential, with outbreaks in Africa, Southeast Asia, the Pacific Islands, and the Americas. Since Brazil reported Zika virus in May 2015, infections have occurred in at least 20 countries in the Americas. Objectives. Long-term colon cancer survival is not well explained by main effects. We explored the interaction of age, gender, marital status, health insurance and poverty on 10-year colon cancer survival.

Methods. California registry data were analyzed for 5,776 people diagnosed from 1995 to 2000; followed until 2014. Census data classified neighborhood poverty. We tested interactions with regressions and described them with standardized rates and rate ratios (RR).

Results. The 5-way interaction was significant, suggesting larger 4-way disadvantages among non-Medicare-eligible people. A significant 4-way interaction was a 3-way interaction in non-high poverty neighborhoods only. Private insurance was protective for unmarried …

Nurse Triage Lines (NTL) have been utilized since the 1970s as a healthcare service delivery model. The efficacy of their utilization has been proven in non-acute, mainly primary care settings. During the 2009 H1N1 pandemic in the United States, NTLs proved their efficacy in an acute emergency event. The Minnesota FluLine, the exemplar case study, showed a significant reduction in unnecessary healthcare resource utilization as well as a significant economic cost savings.

Cancer is the leading cause of mortality among Alaska Native people. Over half of Alaska Native people live in rural communities where specially trained community members called Community Health Aides/Practitioners (CHA/Ps) provide health care. In response to CHA/Ps’ expressed desire to learn more about cancer, four 5-day cancer education and digital storytelling courses were provided in 2014. Throughout each course, participants explored cancer information, reflected on their personal experiences, and envisioned how they might apply their knowledge within their communities.
