For almost 25 years now, a major policy emphasis in children’s mental health at the federal level and within most states has been the development of community-based systems of care. There have been many meetings and conferences about this, training and technical assistance material has been provided, and written material has been prepared, and a federal grant program, the Children’s Mental Health Initiative (CMHI) has now provided funding to over 100 grantees for the development of such systems of care.

Ketamine, a dissociative anesthetic commonly used by US physicians, has recently been shown to be a powerful anti-depressant and is also capable of eliciting transpersonal experiences that can be transformative. Although currently approved in the US only for use as an anesthetic, physicians there can legally prescribe it off-label to treat various psychological/ psychiatric problems and it has been used for these non-anesthetic purposes in Argentina, Iran, Mexico, Russia, and the UK, as well as in the US. On March 2, 2005, influential leaders in Pinellas County Human Services gathered to discuss the state of the county and set priorities for the future. The starting point for this conversation was findings from a comprehensive assessment of services conducted by researchers at the Louis de la Parte Florida Mental Health Institute at the University of South Florida. The purpose of this brief report is to summarize the main points made in the conference in the hope that they can provide significant direction for the development of future plans and initiatives in this arena.

Human Services Needs Assessment - Qualitative Data: Public Forums, Mail Surveys, Focus Groups, And Interviews, Julienne Giard, Peter Gamache

Researchers at the Florida Mental Health Institute, University of South Florida, under contract to the Pinellas County Human Services Department, collected data over several months in 2004 from people in Pinellas County for a human services needs assessment. Human Services was defined in collaboration with the county as including four areas: homeless services, health care, mental health and substance abuse services, and basic needs. This report details the methods and findings from data collected at public forums, focus groups, key informant interviews, and through open-ended questions on the mail surveys to providers and citizens/consumers.

This study will examine differences in pharmaceutical utilization rates relative to financial risk arrangements of differing insurance plans. During the last four years we have noted consistent differences in utilization of expensive, psychotropic medications between individuals enrolled in Health Maintenance Organizations (HMOs), which are at financial risk for the provision of pharmaceuticals, and the MediPass program in which the state bears the risk of pharmacy expenses. Persons in HMOs had lower levels of utilization.

The Policy and Services Research Data Center (PSRDC) in the Department of Mental Health Law & Policy at The Louis de la Parte Florida Mental Health Institute performs research with a variety of secondary mental health datasets. The data format is often manipulated to accommodate our research objectives. One example of this manipulation is “span coding” using SAS^®. This code is specifically designed to transform overlapping inpatient hospital stays into one unique record by means of the admission and discharge dates. In this stage (which will be discussed in Module 8 in more detail) the client has achieved abstinence for at least six months. As relapse of substance use and gambling disorders is common, one important goal is to help maintain an awareness that relapse is possible and to take steps to minimize the chan ces of relapse occurring. A second goal of this stage is to expand the client’s recovery to other areas of functioning such as social relationships and health. Comm on strategies include developi ng a relapse prevention plan, participating in self-help groups , and working on rehabilitation.

This manual was created over a period of several months through the efforts of a working group comprised of substance abuse treatment practitioners and researchers affiliated with the Tampa PIC/Suncoast Practice and Research Collaborative project. The manual was field tested in several treatment agencies in the Tampa Bay area, and was then refined through feedback received by practitioners and clients regarding the manual’s utility, ease of comprehension, and perceived relevance of the material to their needs.

This manual provides a guide for conducting treatment groups related to co-occurring substance use and mental health disorders. Counselors should feel free to adapt …

This study reports on the analysis of several existing administrative data sets to examine issues related to the continuity of care in the community for persons discharged from the Florida state mental health hospitals. The validity of conclusions based on such analysis is dependent on the adequacy of the existing data. While certain types of reporting errors can be identified and remediated (to a degree), other types of errors, particularly omission of reporting, often cannot be identified or remediated. Thus, the conclusions of this report need to be taken somewhat tentatively.

Today, social service administrators are examining client service utilization using cross system analysis, because often a client's needs require accessing governmentfunded services from multiple organizations. One technical problem that arises is that organizations do not share common unique identifiers from which to link one individual’s information together (i.e., system #1 uses Social Security Number (SSN) and system #2 uses Personal Identification Number (PIN)). Different methods have been employed to deal with the issue of working with information across data sets when there is no common unique identifier. Respite care is widely believed to be an important service for families raising a child with a disability. All caregivers need a break from time to time, and the need may be even greater when the caregiver is coping with the additional stress associated with a child's disability. A number of studies have demonstrated that respite care can improve family functioning (Cohen, 1982), reduce stress (Rimmerman, 1989; Wickler & Hanusa, 1990; Appoloni & Triest, 1983), and delay out-of-home placement (Cohen, 1982; Upshur, 1982) for families with a child who has a disability.
