Suicide is the eleventh leading cause of death across all ages in the United States. Florida had the third highest number of suicide deaths among all states in 2005 with over 2,300 deaths (CDC WISQARS, 2008; Kung, Hoyert, Xu, & Murphy, 2008). In Florida, it was the tenth leading cause of death in 2005, ranking as high as the second leading cause of death for 25-34 year olds in the state (CDC WISQARS, 2008). Ketamine, a dissociative anesthetic commonly used by US physicians, has recently been shown to be a powerful anti-depressant and is also capable of eliciting transpersonal experiences that can be transformative. Although currently approved in the US only for use as an anesthetic, physicians there can legally prescribe it off-label to treat various psychological/ psychiatric problems and it has been used for these non-anesthetic purposes in Argentina, Iran, Mexico, Russia, and the UK, as well as in the US. On March 2, 2005, influential leaders in Pinellas County Human Services gathered to discuss the state of the county and set priorities for the future. The starting point for this conversation was findings from a comprehensive assessment of services conducted by researchers at the Louis de la Parte Florida Mental Health Institute at the University of South Florida. The purpose of this brief report is to summarize the main points made in the conference in the hope that they can provide significant direction for the development of future plans and initiatives in this arena.

Human Services Needs Assessment - Qualitative Data: Public Forums, Mail Surveys, Focus Groups, And Interviews, Julienne Giard, Peter Gamache

Researchers at the Florida Mental Health Institute, University of South Florida, under contract to the Pinellas County Human Services Department, collected data over several months in 2004 from people in Pinellas County for a human services needs assessment. Human Services was defined in collaboration with the county as including four areas: homeless services, health care, mental health and substance abuse services, and basic needs. This report details the methods and findings from data collected at public forums, focus groups, key informant interviews, and through open-ended questions on the mail surveys to providers and citizens/consumers.

The emergence of managed care into the health care system was intended to change the behaviors of both providers and patients to contain rising health care costs. These management strategies raise concerns about interference with professional trust relationships and its impact on access to care and quality of care, especially for disabled individuals with severe mental illness. Due to their vulnerability, they are less likely to advocate for themselves in receiving proper quality health care. This study will examine differences in pharmaceutical utilization rates relative to financial risk arrangements of differing insurance plans. During the last four years we have noted consistent differences in utilization of expensive, psychotropic medications between individuals enrolled in Health Maintenance Organizations (HMOs), which are at financial risk for the provision of pharmaceuticals, and the MediPass program in which the state bears the risk of pharmacy expenses. Persons in HMOs had lower levels of utilization.

The report summarizes the findings from a one-year follow-up study examining the current well-being and predictors of future hopes and aspirations of adolescent girls living in families receiving TANF. This mixed-method study includes two phases. Phase 1 involved face-to-face interviews using various standardized measures with 125 mothers who were receiving TANF in 2002 and their daughters while Phase 2 included in-depth qualitative interviews with a random sample of 20 adolescent girls participating in Phase 1. One year re-interview rates were 92% for Phase 1 interviews and 90% for Phase 2 interviews.

The Florida Agency for Health Care Administration (AHCA) has contracted with the Louis de la Parte Florida Mental Health Institute (FMHI) to a study short term involuntary or "Baker Act" examinations for Medicaid enrollees and their service utilizations of services reimbursed by Medicaid. This report presents the questions and methodological approaches that were used in this examination Baker Act and Medicaid data for these individuals.

Eighty-four medium and large law enforcement agencies reported the amount of training provided on mental-health-related issues and the use of specialized responses for calls involving people with mental illnesses. Departments varied widely in the amount of training provided on mental-health-related topics, with a median of 6.5 hours for basic recruits and 1 hour for in-service training. Approximately one third of the agencies (32%) had some specialized response for dealing with calls involving people with mental illnesses. Managing At-Risk Juvenile Offenders In The Community: Putting Evidence Based Principles Into Practice, Randy Borum

More than a half-million juveniles are under community supervision as a result of violent or delinquent behavior. Research has shown that treatment can reduce their risk of reoffending. This article reviews and distills the key lessons from hundreds of empirical studies and metaanalyses and applies them to practice. The author argues for conducting systematic and developmentally informed risk assessments, selectively assigning intensive intervention to the highest risk offenders, focusing on criminogenic treatment targets, using proven interventions and treatment strategies, and applying rigor in implementation and follow-up.

Based on findings from 1990 National Co-morbidity Survey, it is estimated that nearly 20% of the U.S. population is affected by mental disorders during a given year. Approximately 5.4% of adults are considered to have a serious mental illness that interferes with their social function, and half of them suffer from severe and persistent mental illness (SMI). Mental illness imposes a high socioeconomic burden that is second only to cardiovascular disease (Kessler, Berglund, Zhao et al., 1996; Kessler, McGonagle, Zhao et al., 1994).

The Policy and Services Research Data Center (PSRDC) in the Department of Mental Health Law & Policy at The Louis de la Parte Florida Mental Health Institute performs research with a variety of secondary mental health datasets. The data format is often manipulated to accommodate our research objectives. One example of this manipulation is “span coding” using SAS^®. This code is specifically designed to transform overlapping inpatient hospital stays into one unique record by means of the admission and discharge dates. In this stage (which will be discussed in Module 8 in more detail) the client has achieved abstinence for at least six months. As relapse of substance use and gambling disorders is common, one important goal is to help maintain an awareness that relapse is possible and to take steps to minimize the chan ces of relapse occurring. A second goal of this stage is to expand the client’s recovery to other areas of functioning such as social relationships and health. Comm on strategies include developi ng a relapse prevention plan, participating in self-help groups , and working on rehabilitation.

This manual was created over a period of several months through the efforts of a working group comprised of substance abuse treatment practitioners and researchers affiliated with the Tampa PIC/Suncoast Practice and Research Collaborative project. The manual was field tested in several treatment agencies in the Tampa Bay area, and was then refined through feedback received by practitioners and clients regarding the manual’s utility, ease of comprehension, and perceived relevance of the material to their needs.

This study reports on the analysis of several existing administrative data sets to examine issues related to the continuity of care in the community for persons discharged from the Florida state mental health hospitals. The validity of conclusions based on such analysis is dependent on the adequacy of the existing data. While certain types of reporting errors can be identified and remediated (to a degree), other types of errors, particularly omission of reporting, often cannot be identified or remediated. Thus, the conclusions of this report need to be taken somewhat tentatively.

In March 1998, the State of Florida received approval of a 1915 (b) waiver from the Health Care Financing Administration (HCFA) to implement an alternative, Sub-acute Inpatient Psychiatric Program (SIPP) for children under the age of 18, who had two or more psychiatric inpatient stays in a year, or a length of stay greater than thirteen days. For these high risk youth, who were typically served in general hospitals, the SIPP model was designed to improve the transition from inpatient care to community based care, in an effort to reduce the high rates of readmission and improve their chances of …
