This fact sheet explores data from the 2022 Brookings Institution report by Joseph W. Kane, Adie Tomer, Caroline George, and Jamal Russell Black called “Not according to plan: Exploring gaps in city climate planning and the need for regional action." The original report analyzes decarbonization plans for 50 of the largest U.S. cities and comparatively ranks each plan using a point system of 5 categories. This fact sheet focuses on Mountain West cities (Denver, CO; Phoenix, AZ; Las Vegas, NV; Salt Lake, UT; and Albuquerque, NM) included in the original study.

The Carbon Price Equivalent: A Metric For Comparing Climate Change Mitigation Efforts Across Jurisdictions, Gabriel Weil

Climate change presents a global commons problem: Emissions reductions on the scale needed to meet global targets do not pass a domestic cost-benefit test in most countries. To give national governments ample incentive to pursue deep decarbonization, mutual interstate coercion will be necessary. Many proposed tools of coercive climate diplomacy would require a onedimensional metric for comparing the stringency of climate change mitigation policy packages across jurisdictions. This article proposes and defends such a metric: the carbon price equivalent. Climate change increasingly is becoming a major issue for the international community. It is contributing to rising global temperatures, rising sea levels, drought, natural disaster intensification, and ecological damage, amongst other things. A scientific consensus has emerged over recent years that implicates greenhouse gases, chief amongst them carbon dioxide, for causing global warming. Climate scientists overwhelmingly agree that the greenhouse gas effect has been caused in large part by the spike of human emissions since the dawn of the Industrial Revolution. As the use of nanotechnology in consumer products continues to grow, it is inevitable that some nanomaterials will end up in the waste stream and will be incinerated. Through laboratory-scale incineration of paper and plastic wastes containing nanomaterials, we assessed their effect on emissions of particulate matter (PM) and the effect of incineration on the nanomaterials themselves. The presence of nanomaterials did not significantly influence the particle number emission factor. The PM size distribution was not affected except at very high mass loadings (10 wt%) of the nanomaterial, in which case the PM shifted toward smaller sizes; such loadings are …
