General concern of all states was the actual AND potential impact of charter fishing on the resource and the inability to measure such impacts. The perceived problem with dual licensing was unregulated effort and the abilit to circumvent management controls. This paper provides current charter boat management arrangements in Australia, why they should be managed, types of charter vessels, Licensing, Management of recreational only charter vessels, Non-consumptive charters, Management guides and small scale charter operators, Commonwealth jurisdiction, Development of agreed strategies and Identification of future needs.

The Rock Lobster Industry Advisory Committee (RLIAC) in reviewing management arrangements for the rock lobster fishery, were concerned with two principle objectives: 1. That the management measures adopted would arrest the ongoing decline in breeding stock and seek to re-establish the number of breeding female rock lobster to levels consistent with known historic safe levels in the fishery. 2. That the management arrangements adopted would properly take into account market requirements in order to maximise returns to fishermen from an appropriate level of catch.

The Fisheries Department of WA and the Recreational Fishing Advisory Committee (RFAC), which is the peak body representing recreational fishers in WA, have been very pleased with the response to the implementation of two year review of recreational fisheries. Fisheries, RFAC and the fishing community recognise that the two year review was the first step in the continually evolving process of management of recreational fisheries. Since the new bag and size limit regulations were introduced in December 1991, there have been many suggestions for refinement and improvement.
