Habitat enhancement structures range widely in design. They generally aim to enhance fish habitat by providing a structure for fish and other aquatic life to colonise and potentially lead to an increase in their biological production.
The primary function of an artificial reef is to provide additional structure and habitat to support an increased production of fish ad other aquatic organisms.

The Recreational Fishing Advisory Committee (RFAC) was concerned over the delay in time in progressing this issue and recommended that the issue of trout stocking for recreational purposes be progressed in isolation. This matter was referred to the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) to progress the recreational aspects of stocking trout within State public waters. This strategy represents a significant step in ensuring the appropriate level of management is provided for the translocation of trout into and within Western Australia for recreational purposes. The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.

This paper discusses the major issues around controlling the total recreational catch. It also considers some of the tools available to manage the catch to specific target levels. The sustainability of fish species must be a key driver. However, the impacts on the social amenity of recreational fishing must also be taken into account. Any particular tool, if used on its own and to its full extent, may be rather “blunt” in its application and its impacts unacceptable to large parts of the community. Fishing activity on the Cocos is essentially unmanaged at present and there has been some condern by the local community that a number of species, such as coral trout, have declined in numbers over the last decade. This draft strategy was developed by the Western Australian Department of Fisheries who now has responsibility for managing recreational fishing on behalf of the Commonwealth Department of Transport and Regional Services.
