West Coast Rock Lobster Managed Fishery licensees target the western rock lobster, Panulirus Cygnus using baited pots (traps) on the west coast of Western Australia (WA). The fishery, which has long been one of the most valuable single species fisheries in Australia, extends from North West Cape to Cape Leeuwin in the south, with the main fishing occurring between Shark Bay and Perth.

This paper was prepared to set out the proposed direction for licensing, entitlement allocation and related matters under a new management plan for the West Coast Rock Lobster Managed Fishery (the new Management Plan), which is expected to begin operation on 15 January 2013. It is one of two papers being released by the Department of Fisheries (the Department) for comment as part of consultation on the development of this legislation, and is designed to encourage public involvement in the changes to the management arrangements for the West Coast Rock Lobster Managed Fishery (the fishery).

This paper outlines a set of updated proposals for use in the Harvest Strategy and Decision Rules framework (referred to as the HSDR) for the West Coast Rock Lobster Managed Fishery (WCRLMF)2 , which have been developed to facilitate implementation of the new quota based management system. Where relevant, this current document utilises the information and outcomes presented in the previous discussion document on HSDR3 (Donohue et al., 2010) developed for use with the then input (effort) control management system that operated until 2009/10.

The purpose of this report has been to investigate potential reallocation mechanisms for the transfer and/or adjustment of catch shares between sectors and the requirements to allow for their implementation, with particular reference to their application in the Western and South Australian rock lobster fisheries. While the report focuses on the commercial and recreational sectors of these fisheries, potentially all non-commercial fishing sectors could be included under a given mechanism in the same manner as that outlined for the recreational sector, subject to the appropriateness of allowing the sector’s allocation to be transferable

To allow for a greater understanding of potential allocation adjustment mechanisms and requirements for their implementation, Western Australia’s Department of Fisheries is exploring potential mechanisms with reference to their application in the Western and South Australian rock lobster fisheries. This work is being conducted as part of the Fisheries Research and Development Corporation (FRDC) project 2007/050 Developing Mechanisms for the Transfer and/or Adjustment of Rock Lobster Shares Between Sectors in Western Australia and South Australia. This report documents the Department of Fisheries’ initial exploration and findings in relation to potential inter-sectoral reallocation mechanisms.

This paper discusses the Western rock lobster allocation process.

The Minister for Fisheries has determined that the allocation for sectors in the western rock lobster fishery after reserving one tonne for the customary sector shall be 95 per cent commercial and five per cent recreational.

The notional Sustainable Harvest Level (SHL) for rock lobster is expressed as a range, depending on the status of the stock rather than a specific quantitative limit.

Quota management systems are now in place for the New Zealand, Tasmanian and South Australian rock lobster fisheries. New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.

These two phases focused on the audit of available secondary data and collection of primary data that were used in preparing the profiles of the 17 communities included in the study.
