Adapting Network Theory For Spatial Network Externalities In Agriculture: A Case Study On Hemp Cross-Pollination, Jeffrey S. Young, Tanner J. Mccarty

Growers have increasingly expressed frustration over the negative externalities created by their neighbor's production practices. These spatial agricultural network problems include issues such as cross-pollination and herbicide drift. We develop novel methods for estimating parameters that allow us to adapt and apply general network diffusion models to these spatial agricultural network problems. Doing so allows us to calculate externality damage within a region and calculate cost-effective policies for alleviating that externality. We empirically illustrate, motivate, and test this approach by applying it to hemp. We find that network structure is an important factor in externality size and cost-effective policy response …

Hemp is a non-psychoactive variety of cannabis sativa L. Hemp is a crop of historical importance in the U.S. and re-emerging worldwide as a popular crop as it is sought out as a renewable and sustainable resource for a wide variety of consumer and industrial products. Hemp that is grown for fiber, grain oil, or as an intended health supplement contains less than 0.3% tetrahydrocannabinol (THC). When hemp is grown to produce cannabidiol (CBD) as an intended health supplement, CBD concentrations are relatively high, with concentrations ranging between 8-15%. Land-use planning on and near airports should consider possible revenue from land covers, associated maintenance costs, and potential for land covers to attract vertebrate species recognized as hazardous to aviation safety. The U.S. Federal Aviation Administration has expressed interest in recent attention given to industrial hemp (Cannabis sativa L.; hemp) as a revenue-producing land cover that might be cultivated on or near airports. Hemp Production Network Effects: Are Producers Tipped Toward Suboptimal Varietal Selection By Their Neighbors?, Tanner Mccarty, Jeffrey Young

The 2018 farm bill removed industrial hemp from the Schedule 1 Controlled Substance List. In response, states scrambled to enact hemp legislation. Some hemp flower producers report their hemp fields were cross- pollinated by a neighbor growing a different hemp cultivar. For hemp flower crops, cross- pollination reduces cannabinoid concentration levels within the flower; these concentration levels dictate flower price. We show that in a repeated game, once a sufficiently large percentage of growers decide to plant hemp fiber/seed crops, cross-pollination forces flower growers to convert to fiber/seed to avoid the negative network externality. Although its relevance has ebbed and flowed, hemp production has persisted over several centuries. Over time, its popularity has been interrupted by competing products, public health concerns and regulatory barriers. A renaissance of hemp production has emerged in the U.S., particularly after regulatory barriers fell in 2014 and 2018. United States farm policy and programs are governed by the Farm Bill. The 2014 Farm Bill allows for the legal production and research of industrial hemp as long as it meets the standards outlined in the Farm Bill. Although it has a wide range of uses (upwards of 25,000 products use hemp), there is a lack of recent information regarding the economic feasibility of hemp production for the private agricultural sector.
