In the food sector, public-private-partnership (PPP) has the potential, not only to reduce the risk that farmers face, but also to improve the agricultural business environment. As the agricultural and rural sectors are the habitat of the poor, the best value chain strategy should be one that embodies poverty reduction, which can be achieved by increasing the incomes of smallholder farmers and rural dwellers.

Socio-economic activities within the agricultural sector have witnessed significant changes in recent times. Two major factors account for this recent development. Available evidence shows that over the last four decades, environmental challenges (such as pollution, extreme weather, fire disaster and deforestation, among others) have been on the increase in Nigeria. This is complicated by a weak institutional framework to stem the tide (Egbetokun et al., 2018; 2020). This paper set out to investigate the impact of Central Bank of Nigeria's interventions on the agricultural sector within an economy-wide framework of general equilibrium modelling. The paper adopted a dynamic (recursive), two-sector general equilibrium model of the Nigerian economy with some modifications on the standard model developed by the Centre for Econometric and Applied Research (CEAR) and incorporated the contributions of the CBN's agricultural based interventions as increases in the stock of agricultural capital to have a more robust size of interventions into the agricultural sector. Several studies have found a positive correlation between agricultural financing and the performance of the agricultural sector. But fewer efforts have been directed at sieving out the agricultural output that is exclusively associated with the extent of funding. This study aimed to ascertain the actual portion of total agricultural output that could be attributed to agricultural financing in Nigeria. The vector error correction methodology was applied following the nature of data properties. The results showed a positive effect of finance on agricultural output. The paper examines the extent of involvement of women in food crop production, processing and marketing in a typical African locality. Appropriate statistical techniques were employed in the data analyses. The findings show that women are greatly involved in the production, processing and marketing of food crops, especially cassava, which is one of the staple foods in sub-Saharan Africa.

The objective of this paper is to identify some of the major policies pursued by government to increase agricultural output, with particular reference to agricultural finance and assess their effectiveness in terms of expectations and set targets. For ease of presentation, the paper is divided into three parts. Part 1 reviews past and current government policies on agricultural financing.
