Current welfare programs, aiming to mitigate child poverty, often fall short given the deep nexus of poverty and child maltreatment. This paper probes the intricate ties between child poverty and welfare, emphasizing state legislative variances, inherent system paradoxes, and potential policy enhancements. Exploring historical contexts, existing societal frameworks, and future reforms, this research emphasizes the urgency for all-encompassing solutions. These should tackle poverty’s core while fortifying child welfare, safeguarding the well-being of forthcoming American generations.

Reliable scientific knowledge is crucial for informing legislative, regulatory, and policy decisions in a variety of areas. To that end, scientific reviews of topical issues can be invaluable tools for informing productive discourse and decision-making, assuming these reviews represent the target body of scientific knowledge as completely, accurately, and objectively as possible. Unfortunately, not all reviews live up to this standard. As a case in point, Marino et al.’s review regarding the welfare of killer whales in captivity contains methodological flaws and misrepresentations of the scientific literature, including problematic referencing, overinterpretation of the data, misleading word choice, and biased argumentation. …

Threatened and Endangered Animal Populations Collection

British Columbia has the greatest biological diversity of any province or territory in Canada. Yet increasing numbers of species in British Columbia are threatened with extinction. The current patchwork of provincial laws and regulations has not effectively prevented species declines. Recently, the Provincial Government has committed to enacting an endangered species law. Drawing upon our scientific and legal expertise, we offer recommendations for key features of endangered species legislation that build upon strengths and avoid weaknesses observed elsewhere. The pet trade is a significant source of introductions of non-indigenous aquatic species, such as crayfish. To test whether legislation that regulates the ownership of ornamental animals for aquariums had the desired effect of reducing the availability of those pets, classified advertising websites were monitored for sales of crayfish in jurisdictions with and without legislation regulating the ownership of crayfish. Advertisements from Canadian provinces with legislation against owning crayfish were compared to provinces without such legislation. The population adjusted number of advertisements for crayfish, and number of distinct sellers of crayfish, was significantly lower in one of two provinces that …

Businesses in the pet trade collect and transport many aquatic species around the globe, and some of these individuals are released into new habitats. Some jurisdictions have introduced laws intended to regulate this trade, but these regulations have rarely had the desired effects. Laws regarding pets and the pet trade are often poorly communicated, poorly enforced, and not aligned with hobbyists’ beliefs. Consequently, some laws may increase the number of unwanted introductions instead of decreasing them. New England’s fisheries produce millions of dollars annually, and monitoring and protecting these fisheries ensures the region’s prosperity. There is evidence that the distributional centers of many fish species are shifting north so they remain within their optimal thermal range. Twenty species in New England’s fisheries have been identified as being vulnerable to climate change and, for each of these species, landings data from New England and the Mid-Atlantic were analyzed for the years 1976 – 2015. That children have a right to protection when they go online is an internationally well-established principle, upheld in laws that seek to safeguard children from online abuse and exploitation. However, children’s own transgressive behaviour can test the boundaries of this protection regime, creating new dilemmas for lawmakers the world over. This article examines the policy response from both the Global North and South to young people’s online behaviour that may challenge adult conceptions of what is acceptable, within existing legal and policy frameworks. Harvest strategies establish the decision rules that determine the appropriate harvest levels for all sectors to meet the ecological, economic and social objectives established for a resource. The development and implementation of formal harvest strategies is considered sound practice in contemporary fisheries management. A number of recent legislative (new Aquatic Resources Management Act, ARMA) and policy (Marine Stewardship Council, MSC) initiatives require the development of formal harvest strategies for the key aquatic resources in Western Australia (WA).

Food allergy appears to be on the rise with the current mainstay of treatment centred on allergen avoidance. Mandatory allergen labelling has improved the safety of food for allergic consumers. However an additional form of voluntary labelling (termed precautionary allergen labelling) has evolved on a wide range of packaged goods, in a bid by manufacturers to minimise risk to customers, and the negative impact on business that might result from exposure to trace amounts of food allergen present during cross-contamination during production. The McIntire-Stennis (M-S) Cooperative Forestry Research Program has provided fundamental support for creating and strengthening forestry research and graduate training efforts at colleges and universities across the nation for nearly 50 years. M-S funding has helped produce thousands of forestry scientists and other research professionals, and M-S–supported research has provided critical basic understanding and applied solutions to extend the benefits that flow from forests and related rangelands across the nation over time. Animal experimentation continues to generate public and political concern worldwide. Relatively few countries collate and publish animal use statistics, yet this is a first and essential step toward public accountability and an informed debate, as well as being important for effective policy-making and regulation. The implementation of the Three Rs (replacement, reduction and refinement of animal experiments) should be expected to result in a decline in animal use, but without regular, accurate statistics, this cannot be monitored. Recent estimates of worldwide annual laboratory animal use are imprecise and unsubstantiated, ranging from 28–100 million. We collated data for 37 countries that …

The Virginia Fishery Resource Grant Program (VFRGP) was initiated by the Virginia Legislature in 1999 to “protect and enhance the Commonwealth’s coastal fishery resource through the awarding of grants.” Since its inception, the VFRGP has been administered by the Virginia Graduate Marine Science Consortium which has established the Advisory Board described in the enabling legislation; implemented proposal solicitation, review and selection procedures that avoid conflict of interest; and awarded funds for fifty-seven (57) projects since the VFRGP was initiated, five of which were begun since January, 2006. The projects initiated in 2006 account for $130,018 of the appropriated $210,000. Program …
