Volume II was a general accounting of the missions and missionaries in Upper California. Section I addressed the establishment and administration of the missions by Fr. Junípero Serra. Section II covered the administration of Fr. Fermín Francisco de Lasuén and Fr. Estevan Tapis. The author posited that the real object of the conquest and occupation of Alta California was not the establishment of the Catholic faith in California but rather to fund expeditions and secure the land from the Russians and others who were making expeditions in the region. Volume III, Section I of Engelhardt's series on California missions covers largely the period of 1812 through 1830 addressing the challenges and difficulties facing the missionaries including the scarcity of resources and labor. Bulletin 18-F is the eleventh volume in this series of publications. It includes the text of the California Districts Securities Commission Act and the four district acts that have been most used in creating organizations for the development and distribution of water for irrigation.

The investigation is an enlargement of a study outlined February, 1926, by the late state engineer, Wilbur F. McClure, and cooperating agencies. The purpose of this paper was to summarize the 1987-1992 drought in the context of agriculture and water in California, to examine the types of response that farmers and institutions could and did use, and to draw lessons from that experience. California would be challenged as it grappled with population growth and environmental concerns. In view of the demand on water supplies made by California's agricultural sector (77 to 80 percent of the "developed" water used in the state, it was especially important to review those responses.
