Harvest strategies for Western Australia’s (WA) aquatic resources are formal documents developed by the Department of Primary Industries and Regional Development (DPIRD, the Department) to support decision-making processes that ensure the outcomes are consistent with the principles of Ecologically Sustainable Development (ESD; Fletcher 2002a) and Ecosystem Based Fisheries Management (EBFM; Fletcher et al. 2012). Harvest strategies are a key component of all contemporary fishery management systems and a requirement for certification under the Marine Stewardship Council (MSC). This harvest strategy has been developed and revised in line with the Department’s Harvest Strategy Policy for Aquatic Resources (Department of Fisheries 2015) and is consistent with relevant national harvest strategy policies and guidelines (e.g. Sloan et al. 2014; Department of Agriculture and Water Resources 2018a, b). It makes explicit the performance indicators, reference levels, and harvest control rules designed to achieve the specific long- and short-term management objectives for the resource, and the broader goals of ESD and EBFM.

This discussion paper identifies that the existing management arrangements do not adequately address the protection of the breeding stock across the resource because they have been developed at the scale of local estuaries and embayments. In particular, the arragements are not achieving appropriate levels of protection for mated, pre-spawned females, which become highly vulnerable to capture in late autumn, winter and spring.

The Department of Primary Industries and Regional Development Fisheries Division (Fisheries) utilises an Ecosystem-Based Fisheries Management (EBFM) approach which considers all relevant ecological, social, economic and governance issues to deliver community outcomes. In order to assess the level of fisheries’ impacts and prioritise management activities across these four areas, periodic Ecological Risk Assessments (ERA) are undertaken for fisheries resources in Western Australia (WA).

There are currently five Instruments of Exemption which allow for commercial fishing for crab in the Kimberley Developing Crab Fishery (Developing Fishery). Three of the Exemptions are held by non-indigenous commercial operators, and two are held by Aboriginal Body-C orporates who fish in smaller areas with the consent of traditional owners. These Exemption holders have been accessing the Developing Fishery since it first commenced in 2006. The total catch of mud crab for the Developing Fishery peaked in 2015 at 15.3t. This catch represented a 20% increase on the reported catch from 2014 and is 39% higher than catches recorded …

An Instrument of Exemption currently allows for commercial fishing for crabs in the Pilbara. The Pilbara crab resource has been accessed commercially through the Pilbara Developing Crab Fishery (Developing Fishery) since it commenced in 2001, with the majority of effort being undertaken in Nickol Bay, near Dampier. Crab stocks in the Pilbara region are highly variable which can be attributed to environmental fluctuation, however, catches have remained steady over the past five years.
