Established through the Coastal Zone Management Act, the National Estuarine Research Reserve System (NERRS) represents a partnership program between the National Oceanic and Atmospheric Administration (NOAA) and the coastal states to promote informed management of the Nation’s estuaries and habitats. Designated in 1991, and administered by the Virginia Institute of Marine Science (VIMS) of William & Mary, the Chesapeake Bay National Estuarine Research Reserve in Virginia (CBNERR-VA or Reserve) is one of 30 protected areas, which encompass over 1.3 million acres and make up the NERRS.

In 2008, wild celery (Vallisneria americana), water stargrass (Heteranthera dubia) and hydrilla (Hydrilla verticilata) shoots were transplanted into shallow water sites in the Hopewell region of the tidal James River and sampled for survivorship and growth throughout the SA V growing season. Water quality sampling was conducted at bi-weekly intervals throughout the year for water column nutrients, chlorophyll a, suspended solids, water transparency and other chemical and physical constituents important for SA V growth. There are several objectives to this study. The immediate objective is to collect a comprehensive and consistent set of field observations to better describe the hypoxic condition in the Rappahannock River. Other objectives can be classified as short and long term goals.
Long term: (1) Identify and quantify the processes contributing to the dissolved oxygen budget in deep waters, and explain the variabilities among the three Virginia major tributary estuaries. (2) Provide information for resource management so that the James River can be protected from hypoxic problems and, perhaps, the problems in the York and Rappahannock Rivers can be alleviated. …

The objectives of this study were:
1. to determine the areal extent of discharged materials within each of the rivers using the aluminum:silicon ratio as an indicator;
2. to evaluate the benthic invertebrate communities within each of the rivers;
3. to determine whether there are differences in the productivity of the benthic algal and planktonic communities which can be attributed to the discharge of alum sludge in each river;

A comprehensive study of the physical and biological characteristics of the James Estuary has been carried out by oceanographers of the Virginia Institute of Marine Science under contract with the Virginia Commission of Fisheries. This research project, under way for three years, has been directed especially to the effects of the proposed James River Navigation Project channel dredging on physical features--i·~.,the structure and dynamics, of the estuary, and indirectly on oyster production.
