Established through the Coastal Zone Management Act, the National Estuarine Research Reserve System (NERRS) represents a partnership program between the National Oceanic and Atmospheric Administration (NOAA) and the coastal states to promote informed management of the Nation’s estuaries and habitats. Designated in 1991, and administered by the Virginia Institute of Marine Science (VIMS) of William & Mary, the Chesapeake Bay National Estuarine Research Reserve in Virginia (CBNERR-VA or Reserve) is one of 30 protected areas, which encompass over 1.3 million acres and make up the NERRS.

1. The overarching goal of the Chesapeake Bay Foundation (CBF) for this project has been to enhance the Chesapeake Bay’s oyster population. In Virginia, CBF is working with partners to focus restoration efforts on the Lafayette River in order to bring the river’s biomass and reef substrate to a threshold level that will show a systemic response in terms of enhanced spatset. Portions of their grant have funded the hydrodynamic modeling of the Lafayette River recently performed and herein reported. 2. In 2009, wild celery (Vallisneria americana) and water stargrass (Heteranthera dubia) shoots were transplanted into shallow water sites in the Hopewell region of the tidal James River and sampled for survivorship and growth throughout the SAV growing season. Water quality sampling was conducted at bi-weekly to monthly intervals throughout the year for water column nutrients, chlorophyll a, suspended solids, water transparency and other chemical and physical constituents important for SA V growth. This project focused on numerical modeling of the Estuarine Turbidity Maximum (ETM) with the goal of improving the representation of the bottom boundary layer and turbulent mixing within the Chesapeake Bay Program’s model [see Cerco and Noel, 2004]. The effort has been part of the EPA’s sediment modeling initiative for the Chesapeake Bay, in coordination with the U.S. Army Corps of Engineers (USACE), Engineering Research and Development Center (ERDC). Understanding the sources and sinks of suspended sediment in Chesapeake Bay tributaries is an important contribution to quantifying the Bay sediment budget, as well as an aid to management strategies. The purpose of the project was to identify estuarine sediment transport processes and estimate sediment loads and sediment budgets for the major tributaries of the Bay. The blue crab spawning stock in Chesapeake Bay sustained a severe and persistent decline beginning in 1992. As part of the effort to enhance the spawning stock, the spawning sanctuary in lower Chesapeake Bay was enlarged to over 240,000 ha. This marine reserve and corridor prohibits exploitation of mature females en route to or in the spawning grounds during the summer spawning season (1 June-15 September). To assess the effectiveness of the sanctuary, we tagged terminally molted, mature females inside and outside the sanctuary during three sanctuary seasons (2002-2004). Restoration efforts with native Eastern oyster, Crassostrea virginica, in Chesapeake Bay have been extensive, and there has been a continuing search for reef structures that will be effective under a range of environmental conditions. We quantified population structure, density, abundance and biomass of Eastern oyster and hooked mussel, Ischadium recurvum, on a novel concrete modular reef deployed subtidally (~ 7 m depth) in the lower Rappahannock River during October, 2000. The Chesapeake Bay, named Chesepiooc, the “great shellfish bay,” by the Algonquin speaking native Americans of the region, was once one of the most productive oyster (Crassostrea virginica) producing estuaries in the world. With the advent of canning and the development of the railroad system, huge national and international markets were established for Chesapeake Bay oysters (United States Secretary of the Interior 1866,Wennerston 1981). From 1894 to 1912 annual oyster harvests in Virginia alone ranged from 5 to 7.5 million bushels (Hargis and Haven 1988).
