Policy Tools For Smart Growth In New England, New England Environmental Finance Center

Smart Growth

Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.

State-level responses to sprawl have surfaced throughout New England in recent years. This report describes 11 examples of these responses, representing all six New England states and a diversity of recent …

The current status and trends of soil analyses in the coastal catchment of the Peel Harvey estuary were developed from historical soil data (1982 to 1991) combined with a renewed sampling to greater depth (1 m). This report encompasses the data collected from the first year of the project. Soil phosphorus content was found to be high but has dropped slightly since 1991. Soil pH is very low and is likely to be limiting production but have risen slightly since 1991. Soil potassium content is generally so low that it may be limiting production especially to the west of the …

The Lockhart Catchment is the largest subcatchment of the Avon River Basin covering just over 3.56 million hectares, including 15 Shires running from Quairading and Bruce Rock in the north to Pingrup and Lake King in the south. The purpose of this study is to analyze the effect of emergent plant communities at Las Vegas Wash (the System) using a system dynamics modeling approach. Understanding the dynamics of nitrogen (N —major polluting nutrient in the Wash) that enters the System is important because it occasionally causes algal blooms, choking Lake Mead through excessive eutrophication. Emergent plant communities are an integral part of wetland ecosystems and they play a crucial role in natural treatment of nutrients. This study is intended to test this hypothesis.

Chlorinated hydrocarbons and their degradation products are among of the most common organic groundwater contaminates in the United States. These compounds attack the central nervous system in animals and can affect the photosynthesis of plants. These compounds are also resistant to degradation in the environment and, because of this, pose a risk to any ecosystem in which they are present. This study identified the dominant microbial species in a constructed treatment wetland at Wright-Patterson AFB, Dayton, Ohio using 16S rRNA gene sequence analysis. In February 2001, the Texas Commission on Environmental Quality (TCEQ) adopted a Total Maximum Daily Load (TMDL) for soluble reactive phosphorus (SRP) along the North Bosque River. Within this TMDL, dairy waste application fields were identified as the major nonpoint-source contribution of nutrients. In September 2000, a manure composting program was initiated that resulted in about 500,000 metric tons of dairy manure being hauled to composting facilities and exported from the watershed through December 2004. To examine how salinity and nutrient supply interact to control phytoplankton community composition, nutrient limitation, and dinitrogen (N2) fixation rates in the Great Salt Lake (Utah, USA), we conducted a series of bioassay experiments with plankton from both Gilbert Bay, where salinities are near 160 g·L–1, and Farmington Bay, where salinities range from 10 to 90 g·L–1. Six-day nutrient addition bioassay experiments showed that the extant phyto plankton communities in both bays were limited by nitrogen (N). However, in 28- to 30-day factorial bioassay experiments in which both salinities and nutrient supply were manipulated, phosphorus stimulated chlorophyll a as much …

Analyses the risk of soil, land and water degradation within the Avon River Basin of Western Australia. Information is based on the interpretation of the characteristics of soils and landscapes within the Avon River basin. This report deals with 15 natural resource management issues and describes the extent of each issue, the impacts that each issue will have, management options that can be used to deal with each issue, and the effectiveness of each management option in dealing with the issues.

This Resource Management Technical Report provides background to methods to set targets on land salinity in the South West Natural Resource Management (NRM) region of Western Australia. Case studies from Australia and New Zealand have been reviewed to determine what approaches should be used. Resource Condition Targets (RCTs) are required for land salinity, soil condition and remnant vegetation.
