Many people believe that once the COVID-19 pandemic has passed, life will return to the way it was. This belief is both unrealistic and dangerous. It is unrealistic because the virus will be around for years if not indefinitely. The timeframe for the worst of the pandemic will depend on our ability to administer effective vaccines worldwide and the public’s willingness to accept continued social distancing in the meantime. The damage done to public health, the economy and individuals is already substantial and will get worse. Recovery will be slow and incomplete. The belief that life will return to the …

Producer Preferences For Alternative Irrigation Practices In The Arkansas Delta, Robert Edward Rosene

We use a bivariate sample selection model to address peer network effects on participation in and/or intensity of use of land being irrigated by alternative irrigation practices in the state of Arkansas. As groundwater in the state becomes more limited, the use of scientific scheduling, flowmeters, and more efficient row crop water application systems will allow producers to better manage water resources. We find relatively large, positive relationships between belonging to a peer network of the same irrigation practice and participation in that practice. Intensity of use of alternative irrigation techniques is mostly influenced by which crop type the practice …

The legislature of 1921 appropriated $200,000 for an investigation of California's water resources by the State Department of Public Works, Division of Engineering and Irrigation. Accordingly, an engineering investigation was completed and a report on California's water resources transmitted to the legislature on January 1, 1923. The Pajaro Valley Water Management Agency (PVWMA) must deal with issues of both water supply and water quality. Managing water resources for agricultural and municipal users requires maintaining a reliable water supply to meet growing demands while preventing ground-water overdraft and the related degradation of water quality. Important regional water-quality concerns include increased nitrate concentrations and seawater intrusion. To protect the quantity and quality of the ground-water supplies, the PVWMA has implemented a plan to prevent further seawater intrusion. California State legislation outlines the objectives and purposes of the Monterey County Water Resources Agency (MCWRA) and states that the MCWRA is to “carry on technical and other necessary investigations, make measurements, collect data, make analyses, studies and inspections pertaining to water supply, water rights, control of flood and storm waters and use of water both within and outside of the agency ...” The MCWRA is responsible for the managing, planning and engineering of the water resources of the Salinas Valley. This report was prepared in part to fulfill that responsibility.

To more effectively protect and improve water resources, the Action Plan attempts to develop local solutions to local problems. Many significant identified water quality impacts in the Salinas River Watershed, such as erosion and sedimentation, nitrates in the groundwater and surface water, and older, discontinued pesticides in sediments and animal tissues, are primarily associated with nonpoint pollution sources. Also, widespread groundwater pumping contributes significantly to seawater intrusion into the coastal aquifers. The Salinas River watershed of over 11,000 square kilometers supports large areas of intensive agriculture production, including large areas of intensive crop production, and extensive cattle ranches supporting annual grasslands. Human activities such as conversion of natural ecosystem to croplands and urban-centers, deforestation and afforestation impact biophysical properties of land surface such as albedo, energy balance, and surface roughness. Alterations in these properties affect the heat and moisture exchanges between the land surface and atmospheric boundary layer. Climate change has the potential to reshape the Australian wine industry. Regions will be differentially impacted and will respond according to their unique viticultural, environmental, economic and social characteristics. An industry forum and regional workshop series was held in Western Australia focusing on three wine regions: Margaret River, Pemberton and Mount Barker. The conference focused on the larger, cross-cutting issues affecting natural resources policy.
