The Future of Natural Resources Law and Policy (Summer Conference, June 6-8)
The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process. Projected increases in dissolved aqueous concentrations of carbon dioxide [CO2(aq)] may have significant impacts on photosynthesis Of CO2-limited organisms such as seagrasses. Short-term CO2(aq) enrichment increases photosynthetic rates and reduces light requirements for growth and survival of individual eelgrass Zostera marina L. shoots growing in the laboratory under artificial light regimes for at least 45 d. This study examined the effects of long-term CO2(aq) enrichment on the performance of eelgrass growing under natural light-replete (33% surface irradiance) and light-limited (5% surface irradiance) conditions for a period of 1 yr. Historical Changes In Mid-Water Stands Of Common Reed In The Winnebago Pool Lakes, Wisconsin, Anthony O. Gabriel, Leo R. Bodensteiner

Despite the tolerance of common reed grass to environmental extremes, mid-water stands in the Winnebago pool lakes of central Wisconsin appear to be diminishing. Formerly occupying shoreline locations, water level manipulations subsequent to dam construction beginning in the 1850's have isolated reed stands off shore. These stands have persisted but casual observations indicate that stand size has been declining. To address this perception we obtained an approximately decadal series of aerial photographs dating back to 1937 for four stands in Lake Poygan. Annual records were available for 1986–94. Using image analysis software, we determined shape and size metrics. Changes in …
