The goal of this dissertation is to address the role of government payments in the allocation of off-farm labor through three essays. Government payments have been a part of agriculture since 1933 and at no time has the government stated a policy objective of decreasing the agricultural labor force. Using time series data and new econometric techniques, the first essay finds agricultural policy may have an unintended impact on labor migration. Specifically, we find that government payments increased labor migration from the farm. From 1939 to 2007, increased direct government payments resulted in greater migration of labor from agriculture. The …

It is well known that an amenity is a key driving engine to regional economic growth. However, the site-specific nature of an amenity can characterize them as public goods. From both the producer and processor perspectives, cost of production, competitiveness of cellulosic ethanol, biomass pricing, changes in crop mix, and the optimal location for cellulosic ethanol processing facilities are the critical factors evaluated. The coast of Louisiana, with more than three million wetland acres, accounts for about 40 percent of the nation’s total wetlands. Louisiana is estimated to have lost more than 1.2 million acres of its coastal wetland in the last century. Although 75% of Louisiana’s coastal wetlands are privately owned, little has been done to encourage private landowners to undertake wetland restoration projects. This dissertation examines the factors that influence the decisions of the landowners to undertake wetland restoration projects. The general purpose of this study was to conduct a spatial analysis of the dynamics of rural land values in Louisiana. Specifically, spatial econometric procedures and hedonic price analysis were used to evaluate the impact of land characteristics on land prices across rural land markets in Louisiana. Initially, hedonic models were estimated by ordinary least squares (OLS) procedures to test for the presence of spatial autocorrelation using Lagrange Multiplier tests. The structure of the U.S. hog industry is changing rapidly. U.S. hog farms have become smaller in number, larger in size and more specialized. This study examines the factors that influence the hog producer's choice among business arrangements offered in the U.S. hog industry. A national survey was mailed to 4,986 hog producers to determine these factors. The survey consisted of questions covering topics such as: production characteristics, autonomy, transaction costs, risk, social relationships, and demographics.
