Perhaps no other single factor has played so great a part in the revolution of the economic and social life of the nation during the past generation as the motor vehicle. With the growth of its importance in transportation has come the necessity for regulation. Broadly speaking, outside of the matter of general registration, the regulation, or necessity for regulation, falls within three periods corresponding with the improvement of the motor vehicle itself and with the development of the highways (1) the intracity or "jitney bus" period, (2) the intrastate period, and (3) the interstate period.
