911 operators are tasked with solving the caller's problem by promptly and efficiently decoding a cry for help, collecting pertinent information, quickly deciding its priority level, and dispatching the appropriate assistance. These employees are responsible for what happens on that line, internalizing their problems to solve those of the callers, which often result in stress disorders, trauma, and personal, professional, and social issues. Their job duties are extensive, the responsibility is vast, and the overall environment can be overwhelming. In California, many law enforcement agencies have partnered with local mental health services to manage situations that involve people with mental illness in crisis; much of the research on these programs has focused on the effectiveness and financial savings of implementing these programs (i.e. reductions in adjudications and hospitalizations). This study examined whether these programs are effectively managed mental health crises across California. This study implemented a sequential mixed methods design that used qualitative data to explain quantitative results to determine effectiveness. In the years since, there has been a massive shift in law enforcement priorities from community-oriented policing (COP) to homeland security-oriented policing. Abstract The goal of the Elk Grove Village Cares program is to decrease the deaths and overdoses of those who abuse opioids through harm reduction strategies and provide access to treatment. The article is a program evaluation of the Elk Grove Village Cares program. Surveys, interviews and the synthesis of program data is used to evaluate the efficacy of program activities. Results: The rate of death from opioid use has decreased an average of 1.7 deaths since program implementation in 2018. The purpose of this research is to examine the political, social, and economic factors which have led to inhumane conditions in Mississippi’s correctional facilities. Several methods were employed, including a comparison of the historical and current methods of funding, staffing, and rehabilitating prisoners based on literature reviews. State-sponsored reports from various departments and the legislature were analyzed to provide insight into budgetary restrictions and political will to allocate funds. Statistical surveys and data were reviewed to determine how overcrowding and understaffing negatively affect administrative capacity and prisoners’ mental and physical well-being. This paper examines the role of county urbanicity as it relates to mean female jail incarceration rates in both the United States and Pennsylvania in the years 1970 and 2018. There are three research questions to be answered in this study. The first is whether mean female jail incarceration rates vary significantly by urbanicity (rural, small/mid, suburban, urban). The second is whether the relationship between female jail incarceration rates and urbanicity changed from 1970 to 2018. These inquiries offer insight into revenue-based law enforcement activities but are simultaneously limited by blind spots in theorization. Black males are often the recipients of police brutality, criminal stereotyping, and inequitable treatment in higher education. This qualitative study examined the experiential narratives of 15 Black male college students’ perception towards law enforcement officers. The data was collected via one-on-one interviews, concluded with a focus group, and then presented in narrative forums. The participants’ feelings, attitudes, or beliefs about themselves as Black males significantly contributed to their inherent identification of the cultural challenges associated with law enforcement officers. This integrated-article dissertation focused on the critical role of police in responding to domestic violence (DV) and recognizing the potential risk of adult and child homicides. The first study examined the police role in domestic homicide through an analysis of cases reviewed by the Domestic Violence Death Review Committee in Ontario, Canada. Homicide cases with police contact were found to have 1.6 times more risk factors compared to those without police contact. Cases also show an overall scarcity of formal risk assessments, even when there was prior police contact. The second study was a national survey on the types of …

This paper examines the effectiveness of allocating funds to the nation’s police departments for the prevention of domestic terrorism, as is done annually through the Department of Homeland Security’s Homeland Security Grants Program. The program, administered by the Federal Emergency Management Administration, has distributed billions of dollars since its 2003 inception in equipment, software, and technology services based on the recipient police agencies’ own risk assessments of local terrorism. Realignment, instituted in October 2011, was California’s latest effort at prison reform by realigning responsibility for prisoners labeled nonviolent, non-serious, and non sex-related from the state to counties. Many of these offenders were in state prison upon conviction of property crime offenses. Realignment had a net decarcerative effect on offenders. Simultaneously, California cities’ officer staffing levels shrunk during the great recession. To determine what impact realignment may have had on property crime in small California cities, and to identify effective response strategies, property crime and officer staffing data was analyzed and a survey administered to the chiefs of those cities. …
