It is a translation made as a conclusion work for the discipline “Direito Administrativo, Constitucionalismo e Cidadania”, offered in the Masters in Law´s Course at “Universidade Federal de Sergipe”, and presented by Ph. D. Henrique Ribeiro Cardoso.
