RECOMMENDATIONSRecommendation 1 New Zealand should introduce the plain packaging of tobacco products in order to implement the World Health Organization Framework Convention on Tobacco Control 2003 – in particular, Articles 11 and 13 of the agreement, and the accompanying guidelines.Recommendation 2 New Zealand should implement plain packaging of tobacco products, without delay or hesitation.
