Les travaux parlementaires relatifs à la vidéosurveillance ont démarré en 2006 suite au constat selon lequel « l'utilisation de caméras de sécurité dans le domaine public et dans les lieux ouverts au public s'est fortement répandue ces dernières années » . Vu la prolifération de caméras de surveillance, la question s’est logiquement posée de savoir si le cadre légal applicable à celles-ci était satisfaisant pour garantir la vie privée des citoyens.
