In this research paper, I investigate the connection between the policies regarding freedom of speech and expression promulgated by the government of Jordan in the decade following the Arab Spring and Jordan’s tribal Bedouin heritage, with a focus on how traditional Bedouin values and attitudes regarding the nature and purpose of public spaces influence modern state policies regarding freedom of expression. Honor crimes, femicide, domestic abuse and violence are widely prevalent in patriarchal societies. Middle Eastern cultures deeply value protecting the chastity and honor of women. The traditional images of women and the notions of honor and shame are consistently used as justifications for violence and killings. This is not attributable to a single culture or religion. It is rather a manifestation of societal norms around gender-based violence. In this study, I compare three refugee administration models in the global south to one another: Egypt’s, Jordan’s, and Uganda’s. This research is conducted at what I believe is a curious moment of history, where host countries in the global south are encouraged by wealthier states to accept aid in exchange for keeping migrants in the south. In these circumstances, refugee administration models in host countries continue to operate, and new political approaches arise, such as the “Jordan Refugee Compact”.
