Power, Privilege, And Special Interests: Rent Seeking And Subsidies In Agriculture, Matt Bogard

This presentation covers what Public Choice economists refer to as ‘rent seeking,’ generally seeking favor or special privilege from government through subsidies or regulatory advantages. Particularly, the biotech industry is the area of focus for this presentation. Problems with rent seeking in the biotech industry involve less innovation and industry consolidation. Policies related to biotech regulation, school lunch programs, the Clean Air Act, and ethanol subsidies are discussed. A game theoretic approach is used and it is concluded that issues related to rent seeking and special interests are not adequately addressed by recent campaign finance reform efforts. Seasons Of Resistance: Sustainable Agriculture And Food Security In Cuba, Carmen G. Gonzalez

Beginning in the mid-1990s, Cuba embarked upon a transformation of the agricultural sector that has been hailed by some observers as a model of socially equitable and ecologically sustainable agriculture. Cuba shifted from an export-oriented, chemical-intensive agricultural development strategy to one that promoted organic agriculture and encouraged production for the domestic market. This article places Cuba's agricultural reforms in historical context by examining the evolution of Cuban agriculture from the colonial period until the present through the lens of food security and ecological sustainability. II. Objectives of the Multi Peril Crop Insurance Task Force

1. To report to the Minister for Agriculture, Fisheries and Forestry on the feasibility of introducing MPCI (drought and fro.) insurance for wheat and barley crops in Western Australia.

2. To examine the scope and design of potential insurance schemes and their desirability both from a fanning and insurance perspective.

3. To commission studies and actuarial assessments so that actuarially sound premiums can be determined, at the farm level if possible.
