Locating Free And Low-Cost Secondary Sources In Michigan, Cody James

Secondary sources are all the legal resources that describe what the law is without actually having the force of law. For example, treatises, law review articles, and practice series are secondary sources while statutes, regulations, and cases are primary sources. Although secondary sources are not binding authority, they provide valuable, up-to-date insight and commentary about existing laws. These insights are especially useful when handling matters outside of an attorney’s usual areas of practice.

In February 2006, the VSB gave its notice of intent to award a contract to Fastcase, a legal research vendor now based in Washington, D.C. Fastcase provides online legal research services to more than two dozen bar associations and has been the provider of legal research services in Virginia since this original contract award. On January 26, 2016, the VSB published a notice of intent to award Fastcase a new three-year contract with optional one-year renewals. All lawyers admitted to practice in Virginia have access to the Fastcase platform as part of their annual bar dues.

The primary goal of this new edition of A Guide to Legal Research in Virginia is to expand coverage in several chapters and to add a new chapter covering legal ethics materials. This edition also notes changes in the URLs for many Virginia government websites. Most of these changes are likely based on changes in administrations and technological upgrades. The researcher should be aware that there is a lack of consistency among Virginia government web addresses. In February 2005, the Virginia State Bar (VSB) Council approved plans to offer all Virginia lawyers free access to an online legal research program through a portal on the VSB's website. Then-Chief Justice Leroy Rountree Hassell, Sr., considered access to an online research tool a high priority for Virginia attorneys and urged the VSB to provide this kind of service. Neutral Citation, Court Web Sites, And Access To Case Law, Peter W. Martin

In 1994 the Wisconsin Bar and Judicial Council together urged the Wisconsin Supreme Court to take two dramatic steps with the combined aim of improving access to state case law: 1) adopt a new system of neutral citation and 2) establish a digital archive of decisions directly available to all publishers and the public. The recommendations set off a storm, and the Wisconsin court deferred decision on the package. In the years since those events, the background conditions have shifted dramatically.
