Tropical Forest Conservation Legislation And Policy: A Global Perspective, Robert M. Hardaway, Karen D. Dacres, Judy Swearingen

This article reviews tropical rainforest legislation and policy of countries around the world. It documents the alarming erosion of rainforest resources and preserves, and evaluates the effectiveness of law and policies promulgated to arrest that erosion. The problems associated with rainforest depletion are treated in the context of the world's exploding population, as well as the economic needs of the developing countries. The need for population control policies, and family planning, are considered along with effective controls and regulation of rainforest exploitation.

This report focuses on the realm of environmental policy under a state's jurisdiction and addreses ways in which universities can best support a state's formulation of environmental policy. Making policy involves bringing forward an issue for a decision, issuing laws, rules, regulations or decision about specific matters, and evaluating and adjusting the policy after its enactment. Environmental policy is foremost within the jurisdiction of state and local governments, although governance over certain resources has been assumed by the federal government. Water organizations in the western United States range from small, traditional acequia associations to large metropolitan water suppliers. What do these vastly different kinds of organizations have in common? All are feeling the pressures of change in the region--growing urban populations, environmental concerns, and calls for public participation.

Participants in the California Comparative Risk Project were charged with identifying environmental threats of the greatest ecological, human health, and societal concern using the risk ranking model. However, agreeing that risk is not the only factor that should be considered, our project also examined how economics, pollution prevention, environmental justice, education, and public participation contribute to environmental decision-making. The unique inclusion of this aspect in our project was in response to a growing debate nationally and in California about the limitations of a risk-ranking model for setting environmental priorities.
