Joint Interim Hearing On Environmental Issues On November 1990 Ballot Propositions 128 And 135, Assembly Committee On Environmental Safety And Toxic Materials, Assembly Committee On Agriculture, Assembly Committee On Natural Resources
California Assembly
This is a joint hearing of three Assembly Committees: Environmental Safety, Agriculture, and Natural Resources. The subject of this joint hearing is the environmental propositions which are placed on the November ballot by citizen initiative, Propositions 128 and 135. The intent of this hearing is to elicit public testimony from the supporters and opponents of these two propositions so that the voters, who will be deciding in November whether they should become law, will have better information on which to make their decision.
Proposition 128, which is sometimes called "Big Green" and sometimes called other things, will enact the Environmental …

Despite the injection of new taxes in the amount of $1 .2 billion in fiscal 1991, and recently announced cuts in the budget of approximately $464 million, the Commonwealth's fiscal condition - irrespective of the outcome of CLT's petition -is precarious. Although the political juices are flowing in Massachusetts, with an eye on November 6th, Massachusetts decision-makers have not faced up to the problems inherent in the long-term, structural spending patterns of the state's budget.
Our five-year budget projection indicates that if expenditure trends continue without dramatic restructuring - particularly in the "non-discretionary" accounts - the Commonwealth faces a steady …

Law And The Media: An Overview And Introduction, Valerie P. Hans
Law And The Media: An Overview And Introduction, Valerie P. Hans
Cornell Law Faculty Publications
Although occasional articles on law and the media have been published in Law and Human Behavior, this special issue is the first collection of articles on the topic to appear in the journal. By publishing some of the most recent work on issues in law and the media, we hope to draw the attention of psycholegal scholars to questions in this fertile research area that deserve theoretical and empirical study.
Law and the media have become inescapably intertwined. Because a relatively small proportion of the public has direct experience with the justice system, public knowledge and views of law …

Families And Substance Abuse: The Case For A Comprehensive Approach, Joint Select Task Force On The Changing Family
California Agencies
The California Legislature established the Joint Select Task Force on the Changing Family in September, 1987. It was charged with studying the social, economic, and demographic trends affecting California's families, assessing the significance of those trends for public policy, and recommending to the Legislature and the public policies that will better meet the needs of today's families.
During its three-year tenure, the Task Force held hearings and public meetings in cities across the state, received testimony from a wide range of experts, and listened to the concerns of many kinds of families. The findings and recommendations of the Task Force …

A Rational Choice Theory Of Supreme Court Statutory Decisions With Applications To The State Farm And Grove City Cases, Rafael Gely, Pablo T. Spiller
Faculty Publications
In this article we follow the recent developments of the modern theory of administrative agencies, by developing a rational choice theory of the Supreme Court. Our framework combines two of the main characteristics of this literature: namely, the rational choice modeling strategy with the notion that institutions matter in the design of public policy. We differ basically by modeling the Supreme Court as a self-interested, ideologically motivated institution, making its decisions subject not to the traditional legal rules of precedent, but to the constraints arising from the political interests of other institutions of government-namely, Congress and the President.
